  • Focus on Integration of Incident Management with
    traffic and roadway monitoring and traveler
    information systems
  • Citizen reporting, Real-time traffic (detectors)
    through RITIS, and CCTV
  • Patrol vehicle fleet (70) now 24/7 covering
    roughly 550 miles
  • 80 VMS post travel time or general information,
    511 and internet
  • Pre-established procedures for diversion,
    equipment, emergency lighting
  • Comprehensive software for response to and
    archiving of incidents

  • CHART performs annual assessments
  • Performance metrics by region, facility, pavement
    condition, and other data characteristics
    evaluate response times, incident duration, and
    clearance times.
  • TIM Outcomes include
  • Reduction in delay, fuel consumption, and
    emissions (monetized)
  • Reduction in secondary incidents and assistance
    to motorists (not monetized)
  • Monetization based on following conversion
    factors
  • 29-45 per hour value of time
  • Gas consumption at 0.156 gal/hour for cars, 0.85
    gal/hour for trucks (EPA)
  • Emissions conversion from gas consumption using
    MD DOT and other sources
