  • To have an integrated port system in the
    national transport network , that is jointly and
    individually self-sustainable ,and delivering
    quality service to its users.

  • To promote the development of an efficient and
    productive South African Port system
  • To support the facilitation of international
    trade in general , and export trade in particular
  • To establish an effective and responsive
    regulatory framework
  • To establish institutional arrangements and
    legislation to support the governance of ports

  • Ministry of Transport be responsible for policy ,
    strategy and regulatory frameworks
  • Ministry of Public Enterprise facilitate the
    implementation of the policy

    strategies inclusive of all levels of government
    and users of the system

    strategy on Ports development is attained

  • INTERIM REGULATORY FRAMEWORK
  • a) The National Port Authority being established
    remain within Transnet until the end-state of
    Transnet is completed.
  • b) In the meanwhile the Minister of Transport to
    establish a Port Regulator which is to exercise
    oversight responsibility over the Port Authority
  • c) The Port Regulator to be in existence until
    the National Port Authority is established
    outside of Transnet
