Justification of Conduct You, the voters of
Hamburg Township placed a sacred trust in me when
electing me as your Clerk last November. The
filers and circulators of the Recall petition,
all documented supporters of the former Clerk
Joanna Hardesty, have disenfranchised your vote
as a Hamburg Township resident in the form of
this Recall. 44th Circuit Court Judge Hatty,
declared that accusations 15 and 910 were found
to be unclear and do not set forth an act or acts
or clearly state facts or identify the
transaction. Furthermore, I never demanded any
pledge of loyalty nor did I demand any particular
amount of salary for my Deputy. The fact is that
several different wage proposals were made during
the negotiation process. The qualifications and
professionalism of my Deputy have nothing to do
with my fitness for the Office of Clerk. These
allegations are false. It is my desire to
continue to serve you, the voters, as Clerk of
Hamburg Township, to the best of my abilities,
despite the hostilities and harassment I face.
Shall Matthew Skiba be recalled from the office
of Hamburg Township Clerk?

behavior toward the public, fellow Board members
and Township personnel 5) Spending unbudgeted

8) Demanding the taxpayers pay an unqualified

recording conversations he has with members of
the public and employees 10) Using a remote
listening device.

The following is for informational purposes
only It is estimated that .46 mill (0.46 on
each 1,000 of taxable valuation) will be levied
for the first series of the proposed bonds in
2010 for a -0- net increase in debt millage
currently levied for outstanding bonds.  The
maximum number of years each series of bonds may
be outstanding, exclusive of any refunding, is
twenty-five (25) years.  The estimated simple
average annual millage anticipated to be required
to retire this bond debt is 2.45 mills (2.45 on
each 1,000 of taxable valuation). If the school
district borrows from the State to pay debt
service on the bonds, the school district may be
required to continue to levy mills beyond the
term of the bonds to repay the State. (Pursuant
to State law, expenditure of bond proceeds must
be audited, and the proceeds cannot be used for
repair or maintenance costs, teacher,
administrator or employee salaries and benefits,
or other operating expenses.) ____ Yes ____
