• Youll hear this expression very often on the
  media.
• Its used to express using irrelevant/weak
  excuses to cause further disturbance (war,
  unrest, prying, etc).

• The Uthman of this adage is Uthman Ibn Affan, a
  caliph in the Sunni Muslim empire (after the
  passing of prophet Muhammed).
• Uthman like all the other three caliphs was
  killed by his opponents. Muawiyah Ibn Abi Sufyan
  wanted justice for him, thats why he was said to
  hold Uthmans shirt up to encourage his followers
  to bring the killers to justice.
