• Supported housing
• Housing with flexible floating support
• Homes for move on including low level support
• Homes for permanent resettlement on long term
  tenancies
• Homes for part ownership or equity share
• Access to Nacro leased or owned provision
• Supporting contribution eg empty homes refurbs
• Supporting aspiration through part ownership or
  equity stake

Housing and offenders

• Homelessness, rough sleeping insecure
  accommodation impacts on re/offending
• Sentences over 13 weeks leads to loss of HB and
  tenancies
• 37 of newly sentenced prisoners state they will
  need help to find a home
• 75 of prolific offenders are found to have a
  housing need
• Lack of housing contributes to the problem and
  limits outcomes

• Eg Wales access based on vulnerability
• Fixed term tenancies increasingly common
• Increased use of the private rented sector
• But access, quality and security variable
  according to geographical markets
• Impact of Welfare Reform challenging in areas
• Institutional investment and build to rent could
  professionalise the market

• Public sector funding constraints to continue
• Lack of subsidy for new affordable housing
• A support commissioning model supporting generic
  and complex needs, driving salaries and margins
  down - preserving the service and quality is a
  challenge
• Welfare reform
• Lack of funding for housing of offenders

Our challenge in TR

• There is no money or plan for accommodation
• But lack of housing is a cause of offending and
  can help to reduce re-offending
• How do we work locally, regionally and nationally
  to be part of the solution?
