Title: Transforming rehabilitation

1
Transforming rehabilitation engaging with the
new landscape Accommodation Joanne Drew, Director
of Housing
2
Housing mission
  • To be the organisation of choice for providing
housing and support that transforms lives. We
will work to ensure that there are housing
products that provide the base for a stable,
productive and rewarding long term future.

3
Our housing business
  • Housing aimed at prevention, support and
    stability for
  • Young people
  • Teenage parents
  • Women and those experiencing domestic violence
  • Family intervention and homelessness
  • Offenders with complex needs and of high risk
  • People with mental health concerns
  • People with drug and alcohol dependency
  • Resettlement and longer term housing

4
Nacro housing pathway
  • Housing for people in crisis
  • Supported housing
  • Housing with flexible floating support
  • Homes for move on including low level support
  • Homes for permanent resettlement on long term
    tenancies
  • Homes for part ownership or equity share
  • Access to Nacro leased or owned provision
  • Supporting contribution eg empty homes refurbs
  • Supporting aspiration through part ownership or
    equity stake

5
Housing and offenders
  • Homelessness, rough sleeping insecure
    accommodation impacts on re/offending
  • Sentences over 13 weeks leads to loss of HB and
    tenancies
  • 37 of newly sentenced prisoners state they will
need help to find a home
  • 75 of prolific offenders are found to have a
    housing need
  • Lack of housing contributes to the problem and
    limits outcomes

6
Housing context (1)
  • Access to and security in social housing limited
  • Eg Wales access based on vulnerability
  • Fixed term tenancies increasingly common
  • Increased use of the private rented sector
  • But access, quality and security variable
    according to geographical markets
  • Impact of Welfare Reform challenging in areas
  • Institutional investment and build to rent could
    professionalise the market

7
Housing context (2)
  • Public sector funding constraints to continue
  • Lack of subsidy for new affordable housing
  • A support commissioning model supporting generic
and complex needs, driving salaries and margins
down - preserving the service and quality is a
    challenge
  • Welfare reform
  • Lack of funding for housing of offenders

8
Our challenge in TR
  • There is no money or plan for accommodation
  • But lack of housing is a cause of offending and
    can help to reduce re-offending
  • How do we work locally, regionally and nationally
to be part of the solution?
