2Alternatives to the Proposed Project
Section 15126.6 of the California Environmental
Quality Act Guidelines, Consideration and
Discussion of Alternatives to the Proposed
Project, guides preparation of the alternatives
analysis. The State CEQA Guidelines require an
analysis of alternatives to the proposed project,
or to its location, which would feasibly attain
most of the basic project objectives but would
avoid or substantially lessen any of the
projects significant impacts.
3Alternatives to the RBEP PSA
- Preliminary Alternatives Analysis
- Describes the CEQA requirements for an analysis
of alternatives. - Lists the project objectives identified by the
project applicant. - Discusses historical use of the RBGS site for
electrical power generation. - Reviews and analyzes the potential feasibility of
off-site alternatives at brownfield sites in the
West Los Angeles subarea of the LA Basin local
reliability area. - Analyzes an alternative site configuration to
determine whether it could avoid or
substantially lessen any of the projects
significant impacts. - Analyzes retrofit alternative scenarios that
could potentially achieve compliance with the
State Water Boards once-through cooling policy.

- Preliminary Alternatives Analysis (continued)
- Evaluates the potential to increase electrical
generation at other AES power plant sites as an
alternative to the proposed project. - Evaluates alternative gas-fired technologies.
- Evaluates the No-project Alternative consisting
of shut down of the RBGS by the end of 2020 with
no demolition or construction at the site for the
foreseeable future. Compares the impacts of the
No-project Alternative to those of the proposed
project. - Concludes that compared to the proposed project,
the No-project Alternative would increase certain
environmental impacts and avoid construction
impacts. However, the No-project Alternative
would not meet the basic project objectives.
5Alternatives to the RBEP FSA
- Draft Updated and Augmented Alternatives
Analysis - The FSA will include an analysis of preferred
resources as potential alternatives (energy
efficiency, demand response, energy storage,
renewable central station and distributed
generation). - Given the time that will have passed between
publication of the PSA and FSA, staff will update
other content as necessary. - Staff will broadly interpret the project
objectives to allow full analyses of potentially
feasible alternatives (e.g., an alternative with
less capacity).
