should resign and spare the country the agony of
this impeachment and removal proceeding, Clinton
said. I think the country could be spared a lot
of agony and the government could worry about
inflation and a lot of other problems if hed go
on and resign.    Clinton, a law professor at
the University of Arkansas, said there was no
question that an admission of making false
statements to government officials and
interfering with the FBI and the CIA is an
impeachable offense.

offenses may well be to set a standard so
restrictive as not to reach conduct that might
adversely affect the system of government. Some
