Why stop work?

• The Stop Work Policy has been developed to
  ensure that personnel know that they can stop any
  work that presents an imminent danger to
  personnel, equipment, or the environment.

Who can stop work?

• Any employee, guest, contractor, or visitor that
  has been trained on how to apply and use the Stop
  Work Policy may issue a Stop Work Order.

Imminent Danger

• If you observe an imminent danger, it is your
  responsibility to issue a
• Stop Work Order
• An imminent danger is one in which death, serious
  injury, damage to the environment, or significant
  equipment damage could result if immediate action
  is not taken

How to Stop Work

• Issue the Stop Work Order
• Speak to the worker(s) performing the unsafe work
• State Stop work! You are in imminent danger
  because . . .
• Then describe the reason for the unsafe condition

Examples of a Stop Work Order

• Stop work! You are in imminent danger because
• You need fall protection to work at this
  elevation
• An excavation this deep needs shoring
• Theres an ignition source too close to flammable
  material
• This system has not been locked out properly and
  may still be energized
• You have compressed gas cylinders that are not
  secured on that truck

What happens next?

• Any person receiving a Stop Work Order
• Stop work immediately (or at the first
  opportunity to stop safely)
• Notify the Local Safety Coordinator (LSC)
• If the person receiving the Stop Work Order does
  not stop working
• The person who issued the Stop Work Order must
  notify the LSC

Power Plant Can Stop Work

• Power plant personnel have the authority to
  request work to be stopped for any reason
• Comply with the request as soon as it is safe to
  do so
• If a safety issue is involved contact the job
  supervisor or LSC ASAP before resuming work

Restarting work

• Once the Stop Work Order has been issued and the
  LSC notified, a safety review will be conducted
  and the danger mitigated
• In order for work to be restarted, the LSC and
  work supervisor must authorize the restart

Stop Work at Other Sites

• All collaborating institutions will observe stop
  work for visitors at their site
• The safety contact will keep the project safety
  officers informed of the concerns and any
  remedies
• The appropriate person at the host institution
  will determine when to restart work

Consequences

• Use the stop work order properly
• There will be no retribution for stop work
  orders, except in the case of clear abuse
• The LSC will report all stop work orders and stop
  work requests by the power plant to the safety
  officers
