3BACKGROUND
- The President of the Republic announced on the
25th May 2014 that the functions related to
support for people with disabilities and
children, will be transferred to the Department
of Social Development. The current Ministry of
Women, Children and People with Disability is now
the Ministry of Women which will be located in
the Presidency. The Womens Ministry will
champion the achievement of womens
socio-economic empowerment and womens rights. - Subsequently, on the 8th July 2014, the President
signed a Proclamation reconfiguring the
department to focus only on women - The revised focus necessitated the review of the
strategic approach of the department

- Current statistics (April 2014- June 2014)
indicates the pattern of unemployment rate of
women remaining higher than that of men and the
national average. - The trend of higher unemployment rate for women
has been persistent for more than five years. - The number of unemployed people increased by 87
000 between Q1 2014 and Q2 2014. - The largest increases in unemployment were
observed among women (56 000) compared to 31 000
increase for men. - These figures show that unemployment is a big
challenge for women than it is for men and also
show the vulnerability of women in the labour
market.

15ADDRESSING UNEMPLOYMENT
- The department has a programme called Techno Girl
and Techno Girl Alumni. The programme ensures
girls have equal opportunities to excel in the
fields of Science, Technology, Engineering and
Maths (STEM) by exposing them to opportunities,
supported to continue higher education studies in
STEM fields and facilitate learnership internship
and job placement
- Through the Gender Responsive Budgeting
initiative (tool)the department will require
departments and the private sector to ensure that
they budget for the empowerment of women by
indicating, how much is budgeted, of the budgeted
amount how much was used, of the used amount how
much reached women, of the women reached how many
were empowered and in what way
16CONCLUSION
- The Select Committee can be of great assistance
given that the Gender Responsive Budgeting
imperative and principles are within COGTAs MTSF
deliverables. This also allows the Committee to
hold all departments to account on whether their
budgets comply to gender budgeting principles
and also to ascertain what departments plans and
measures are to ensure that their budgets are
gender responsive - The Select Committee can also assist by
conducting an oversight on departments in
relation to how their programmes are assisting
women in achieving socio-economic empowerment
