Vaccination Policy
  • At present, vaccination is not being implemented
    against AI in Turkey
  • Determination of alternative vaccination
    strategies and programmes for worst case
    scenarios
  • A decision has been taken at Ministerial level
    for the stocking of a certain amount of vaccine
    to be used in emergency cases

  • Preparations against possible AI outbreaks in
    Turkey were initiated in 2000.

  • A surveillance programme and epidemiological
    studies were initiated in 2002.

  • First reported on 07-Oct-2005, single outbreak in
    free range turkeys in the west on the Aegean
    coast in Kiziksa, Manyas, Balikesir provinces
  • Successfully controlled without any local or
    long-distance spread

  • Permit of the transport of live animals only
    after the issuing of a veterinary health
    certificate

  • Declaration of an infected zone of 3 km radius
    from the foci of infection.
  • Stamping out of birds within the protection zone
    according to risk assessment.
  • Strict quarantine measures.
  • SURVEILLANCE ZONE
  • Control zone of 7 km radius from the perimeter
    of the infected zone.
  • Restriction of movement of poultry, animals and
    livestock product in the

What were the strengths?
  • Contingency plans existed in MARA and MOH
  • Provincial authorities were informed about
    Contingency plans previously
  • Initial public awareness campaign was rapid and
    strong which minimised panic
  • Collaboration established between MOH and MARA
  • Co-operation with NGOs developed and strengthened

What were the weaknesses?
  • Communication not well established at local
    level.
  • Different TV spots produced by MARA and MOH some
    messages targeted differently

EXPERIENCES (I)
  • Increase in public awareness has led to increase
    in disease notification
  • Decrease has occurred in the consumption of
    poultry meat and eggs
  • The flow of samples to laboratories has increased
  • The bio-safety of laboratories may be at risk

EXPERIENCES (II)
  • The social status of veterinarians has evolved
  • Commercial establishments may take advantage
  • Emergency funds must be put in place to
    compensate for the economic loss of the poultry
    sector

CONCLUSION
  • Struggle with disease is also possible without
    vaccination
  • Compansation fund should be established
  • Cooperation between National and International
    organizations should be strengthened
  • More effective monitoring and surveillance should
    be obtained
  • Diagnostic services have been strengthened
  • Special culling teams should be established
    depending on the culling strategies
  • Necessary resources should be provided
