• Loosely coupled with steering committee serving
  as a conduit between administration and planning
  units
• NCHEMS engaged to provide support
• Participative rather than top-down

• Ensure academics are the highest priority
• Provide sufficient autonomy to planning units yet
  enable the university to function in a
  coordinated manner
