ProServices Overview
  • ProServices will replace PSOnline in Spring 2013
    for requirements below the NAFTA threshold
  • ProServices will be a Supply Arrangement where
    clients can access pre-qualified suppliers
  • Fast
  • Efficient
  • Streamlined
  • Business rules based on the Professional Services
    National Procurement Strategy
  • No ceiling rates
  • Search by suppliers instead of named resources
  • Access through the Centralized Professional
    Services System (CPSS)
  • 66 existing categories to be replaced by 132
    categories from TSPS and TBIPS. See Annexes A
    B.
  • Future plans for ProServices will include the
    categories of all Methods of Supply (excluding
    Temporary Help Services)

Features for Suppliers
  • Single set of business rules/single e-Portal,
    enables Federal Departments to
  • rapidly connect to pre-qualified Suppliers in
    ProServices
  • direct contracts up to 25K
  • conduct a competitive process for requirements
    below the NAFTA threshold, including GST/HST and,
    when applicable, travel and living estimates.
  • Perpetual refresh, with quarterly evaluations.
  • Role of Main Supplier Contact in CPSS will be
    expanded
  • Access to data collection component of a Common
    Refresh Tool
  • Information automatically moved to CPSS,
    following evaluations and qualification of
    Suppliers and
  • Information available in the data collection
    component for future refreshes (for Suppliers yet
    to be pre-qualified for a method of supply within
    CPSS) and/or future renewals of ProServices.
  • Suppliers qualified under TSPS (task based) and
    TBIPS supply arrangement and standing offer
    categories may be grandfathered, i.e. not
    required to submit a technical proposal in
    response to the ProServices solicitation.
  • Note However, data elements (I.e.
    certifications, security, supplier information)
    must still be submitted through the Common
    Refresh Tool, referred to above.

Impact on Existing PSOnline Suppliers
  • ProServices cancels and replaces PSOnline
  • Currently PSOnline is used at a negligible (or in
    some regions, nonexistent) level
  • Data elements in PSOnline in place since the mid
    90s
  • Recurring complaint from Federal Departments
    related to experience of Suppliers in PSOnline
  • Must respond to the Professional Services
    National Procurement Strategy.
  • ProServices ease of use will increase the usage
    in the Government regional offices through the
    single e-portal into CPSS and as well as
    identifying local suppliers.
  • Possible grandfathering of Suppliers
    pre-qualified under the TSPS task based and
    TBIPS supply arrangements and standing offers,
    i.e. no technical proposal, however, data
    elements must be input in the Common Refresh
    Tool.
  • All other Suppliers in PSOnline will be required
    to provide a technical proposal in response to
    the ProServices Request for Supply Arrangement,
    as well as data elements in the Common Refresh
    Tool.

Guidance for Suppliers
  • Register in the Supplier Registration Information
    (SRI), through Buy and Sell
  • https//buyandsell.gc.ca/for-businesses/register-a
    s-a-supplier.
  • Obtain a Procurement Business Number.
    Information is available through Buy and Sell
    https//buyandsell.gc.ca/for-businesses/register-a
    s-a-supplier.
  • Register with the Government Electronic Tendering
    System (MERX).
  • Watch for the Request for Supply Arrangement
    solicitation (E60ZT-120001) to be posted in the
    Fall of 2012.
  • We will be changing the way we receive technical
    proposals, i.e. 1 hard copy and 2 or 3 soft
    copies (USB memory stick).
  • There will be a designated organization screening
    security requirement with ProServices. Suppliers
    should request a sponsorship from the contracting
    authority.
  • Enrol through the e-portal into the Centralized
    Professional Services System

Schedule and Next Steps
  • June 2012Kick off of consultations with
    Clients that began with presentation at the
    Client Advisory Board.
  • July 2012.Communiqué is be posted on PSOnline
    site and sent to existing PSOnline
    pre-qualified Suppliers.
  • August 2012 ...In collaboration with the Office
    of Small and Medium Enterprises (OSME),
  • Canada wide consultations with Clients and
    Suppliers will continue through
  • August and September 2012.
  • Fall 2012 .ProServices solicitation will be
    released in the Fall 2012.
  • Winter 2012 Evaluation of an estimated 2400
    proposals
  • training of existing and new Client users for
    ProServices.
  • Spring 2013 ProServices will be launched in
    CPSS and PSOnline sunset.
