COMMON MISTAKES
  • Providing false or inaccurate information
  • Providing a Safety Plan instead of a Security
    Plan
  • Security Plan required
  • Not including all requested information in the
    proposal, such as not including a Security Plan
  • Not including relevant information for experience
  • Not following the format for solicitation
  • Resending entire solicitation

  • Carefully read the Solicitation and include all
    requested information in the correct format
  • Only submit documents in English
  • Limit submission to the number of pages requested
  • Submit relevant experience and past performance
    information
  • Include Point of Contact for all projects
  • Include Name, e-mail address and mobile number
  • Make a site visit and include details in security
    plan (highly encouraged)

AUTHORITY
  • The Federal Acquisition Regulation (FAR) is the
    US Governments principal set of rules for
    acquisition, accessible to the public at
    www.arnet.gov/far.
  • When a Government agency issues a Request for
    Proposal (RFP), it will have Instructions for the
    Bidders, Statement of Work (SOW), and specify a
    list of FAR provisions that apply, which may be
    numerous.
  • In order to be awarded a contract, a bidder must
    comply with the requirements in the SOW and the
    provisions, or demonstrate the ability to comply
    with requirements at the time of award

INSTRUCTIONS

    00600 provisions
  • Prepare Volume One price Proposal
  • Prepare Volume Two Technical Proposal

PROPOSAL REQUIREMENTS
  • A Complete Proposal Contains
  • Signed SF 1442 (Complete blocks 14, 15, and 17)
  • Volume One Pricing Proposal
  • Volume Two Technical Proposal

DETERMINING COMPLIANCE
  • Contracting Officer (KO) determines if offeror is
    compliant in providing both Cost and Technical
    packages
  • Project Manager determines if offeror is
    compliant in providing all requested information
    for technical package
  • Technical Evaluation Board (TEB) evaluates all
    compliant technical packages to determine if
    offeror is technically acceptable for each of the
    four required factors.
  • Engineering Team analyzes cost proposals from
    acceptable offeror/offerors
  • Contracting Officer (KO) makes determination of
    which offeror provides the best value for the
    government

LTPA vs BEST VALUE
  • The Contracting Officer and Project Management
    team determines the basis for evaluation
  • Lowest Price Technically Acceptable (LTPA)
  • The Lowest Price Technically Acceptable approach
    is appropriate when best value is expected to
    result from the selection of the technically
    acceptable proposal with the lowest evaluated
    price
  • Tradeoffs are not permitted and no additional
    credit is given for exceeding acceptability.
    However, proposals are evaluated to determine
    whether they meet the acceptability levels
    established in the solicitation for each
    evaluation factor.
  • Best Value
  • The Best Value approach is appropriate when it
    may be in the best interests of the Government to
    consider award to other than lowest priced
    offeror or other than the highest technically
    rated offeror.
  • Best Value gives the Government the ability to
    award to a higher rated, higher priced offeror,
    as long as the superior technical approach and/or
    lower risk and/or superior past performance of
    the higher priced offeror outweighs the cost
    difference

MGT TECHNICAL APPROACH
  • Describe your process of planning, organizing and
    managing activities
  • Describe the resources you will use to achieve
    the desired outcome and how you will manage time
    and cost

EXPERIENCE
  • Describe similar work as well as the quality of
    the work with consideration to timeliness and
    technical success
  • Offeror must have minimum experience that is
    recent and relevant

PAST PERFORMANCE
  • Assessment of the degree of confidence
  • the Government has in an offeror to
  • provide products or services that meet the
  • users needs (including cost and schedule)
  • based on demonstrated record of
  • performance

SECURITY PLAN
  • Your plan should be part of the site security
    and shall include
  • Description of the physical assets that you are
    protecting
  • Description of the physical area where the assets
    are located
  • Description of your security perimeter (the
    boundary between the rest of the world and your
    secured area), and the holes in the perimeter
  • Threats you are protecting against
  • Your security defenses, and ways of improving them

  • What have you done to communicate with the
    residents?
  • Do you or anyone in your company have an
    established or existing relationship with the
    village or community?
  • Do you have friends or relatives who live or have
    lived in the village or community?
