Each panel will review six proposals. Each
panelist will read three. 1o reviewer for one
proposal 2o reviewer for another 3o reviewer for

Each panel will receive six proposals. Each
panelist will read three proposals, serving as 1o
reviewer for one proposal, 2o reviewer for
another, and 3o reviewer for a third
proposal. Written Reviews Write a brief review
of each proposal address the following
points. 1) What does the author propose to
do? 2) What question will the research
address? 3) How will the study answer the
question? 4) Is the proposed research
feasible? 5) Is the topic important or
interesting? 6) Is the proposal clear and
carefully prepared? Panel Discussion I will
appoint a Director for each panel. The Panel
Director will assign proposals to panelists,
guide the panel discussion, keep the discussion
at an appropriate pace, and present the results
of the panel discussion to the Program Director
(me). The primary (1o) reviewer will present a
summary of the proposal to the panel. The
secondary (2o) reviewer will support or dispute
the opinion of the 1o reviewer. The tertiary (3o)
reviewer will write a summary of the panel
discussion. The panel will edit and approve the
panel summary, which will include a priority
rating (high, medium, low, or not competitive).
The panel will rank all six proposals in order
of priority. The Panel Director will provide
this list to the Program Director.
