Title: UGANDA BUREAU OF STATISTICS

1
UGANDA BUREAU OF STATISTICS
  • Data differences between National and
    Internationally Reported Indicators
  • CountryData Workshop
  • Building better dissemination systems for
    national development indicators
  • Phnom Penh, Cambodia
  • 21 25 April 2014
  • Thomas Rutaro

2
Employment to Population Ratio
  • National
  • International
  • Definition
  • The proportion of population aged 14-64 Years
    that is employed.
  • Method of Computation
  • The number of persons employed divided by total
working age population multiplied by 100.
  • Compilation Practice
  • Uganda National Household Surveys
  • Labour Force Surveys
  • Definition
  • The proportion of a countrys working-age
    (15-64Years) population that is employed.
  • Method of Computation
  • Expressed as the number of persons in employment
as a percentage of the population for the
corresponding sex and age group (either
    working-age or youth)
  • Compilation Practice
  • ILO concentrates on bringing together information
from international repositories. In other words,
the KILM team rarely collects information
directly from national sources, but rather takes
advantage of existing compilations held by
    various organizations

3
Youth Unemployment
  • National
  • International
  • Definition
  • Proportion of working age (15-24/18-30 Years)
population without work, looking for work and
available for work using a reference period of
    one week.
  • Method of Computation
  • Compiled based on the 1982 ILO Resolution that
defines an unemployed person. The total number of
persons unemployed is divided by the working age
    population multiplied by 100.
  • Compilation Practice
  • Uganda National Household Surveys
  • Definition
  • Proportion of the youth labour force that is
unemployed. Young people are defined as persons
    aged between 15 and 24.
  • Method of Computation
  • Divide the total number of youth unemployed (for
a country or a specific group of workers) by the
corresponding labour force (in this case age
group 15-24), which itself is the sum of the
total persons employed and unemployed in the
    group.
  • Compilation Practice
  • ILO concentrates on bringing together information
    from international repositories.

4
Primary Completion Rates
  • National
  • International
  • Definition
  • The total number of pupils/students who
successfully sat and passed end of cycle exams
regardless of age, expressed as a percentage of
the population at the official primary graduation
    age.
  • Method of Computation
  • Divide the number of candidates that sat and
passed PLE by the 12 year old population, and
    multiply the result by 100.
  • Compilation Practice
  • Data on candidates final grade examinations from
UNEB is analyzed and number of sitting candidates
    who pass examinations determined.
  • Definition
  • The total number of new entrants in the last
grade of primary education (according to the
    International Standard Classification of
Education or ISCED97), regardless of age,
expressed as percentage of the total population
of the theoretical entrance age to the last grade
    of primary
  • Method of Computation
  • The number of new entrants in the last grade of
primary education, irrespective of age, is
divided by the population of the theoretical
entrance age to the last grade of primary, and
multiply the result is multiplied by 100.
  • Compilation Practice
  • The UNESCO Institute for Statistics (UIS)
produces time series based on enrolments and
repeaters data reported by education ministries
or national statistical offices and UN population
    estimates.

5
Concluding Thought
  • Methods of Computation for indicators are similar
for both national and Internationally reported
indicators however the differences arise from the
    compilation practices and data sources.
