• A form of government in which ALL the power is
  held by ONE central authority
• Power is NOT shared between states, countries, or
  provinces
• Examples Saudi Arabia

• Voluntary association of independent states
• They come together for a common purpose and form
  their own power
• Together they may have more power than the actual
  government
• Examples None in the Middle East
