NetSE Program

• The NetSE Council kicked off their effort in
  January 2008 with a meeting at NSF.
• US NSF CISE (Computer and Information Science and
  Engineering) has issued a new Cross-Directorate
  Solicitation which includes Network Science and
  Engineering (NetSE) as a cross-cutting research
  program in August 2008.

• A key barrier to making near-term progress is the
  lack of adequate support for experimental
  research.
• The field of networking research began as an
  experimental discipline, and many fundamental
  networking insights have come from building and
  using prototype systems, as well as measuring
  existing systems.
• A key barrier to making long-term progress is the
  lack of a formal intellectual framework for
  understanding networking

• Funding agencies should rebuild the experimental
  capabilities of networking researchers, through
  funding individual systems building efforts,
  providing adequate and persistent shared
  experimental infrastructure, and supporting
  research that leads to continued improvements in
  experimental methodology. Experimental work is
  expensive and long-term.
