IDPs in the North, September 2013 - Taskforce on IDP Durable Solutions established,

and III - Technical workshop on durable solutions for IDPs,
Haradh, August 2014 - Participated by all stakeholders
- Consensus to start with pilot projects for

8Return Proposed actions
- Priorities will go to residents of Mazrak camps 1
and 3. - NFIs (Shelter cluster, UNFPA, WASH) and Transport
allowances (ExU) will be given at Mazrak camps
(place of departure). - Individual families will be de-registered on
receiving NFIs and transport allowances. Their
tents will be demolished. - Individual families will arrange their own
transportation.
9Reintegration proposed actions
- Needs assessment is being organized by UNDP-led
Saada taskforce. - Shelter cluster should determine beneficiaries
for - Shelter repair tool kits
- Rehabilitation on damaged houses
- Transitional shelters (for landless returnees?)

11How to deal with local integration?
- Some agencies are interested to support the local
integration of IDPs residing outside the camps
but with host communities. - Issues to deal with Land, livelihoods,
community-based projects - The Taskforces in Sanaa and Haradh should start
looking into principles and modalities of local
integration with interested agencies and
clusters/working groups while priority actions
remain with the return when implementing pilot
projects
12Local Integration Proposed principles
- The taskforces priorities should go to the
return/reintegration as agreed upon. Initiatives
to approach local integration should come from
interested agencies, i.e., working group(s). - Communities should be selected out of 17
communities that Haradh Protection Cluster
identified as the most vulnerable communities. - Assistance should be community-based
livelihoods supports should be pre-requisite. - Transitional shelters Beneficiary criteria
should follow one agreed by the shelter cluster.
Providing transitional shelter alone cannot
constitute a Local Integration project.
13Local Integration Proposed principles
- IDP Protection Monitoring The monitoring should
cover all communities hosting IDPs in Hajjah
governorate. The findings of the monitoring
should eventually form a basis for
deregistration. - Deregistration of IDPs - Deregistration is not
necessary on an individual basis for locally
integrating IDPs. However, the protection
monitoring should collect information to
determine if (1) locally integrating IDPs enjoy
the same level of rights, access to services and
opportunities for livelihoods as local
communities, and/or (2) locally integration IDPs
enjoy the same level of right, access to services
and opportunities for livelihoods as prior to
their displacement.
