  • Valuation of non-paid work in the context of the
    Satellite Account of Households
  • Satellite Account of Households (it is not
exactly the same than the Total Work Account no
the Time Use Account, that include for example
    education)

3
Non-paid work in the Satellite Account of
Households
  • The purpose is to include household production to
the market hh production not to the market
    voluntary work.
  • NIPA includes item 1 and some activities of items
    2 and 3 production for self-consumption
    voluntary work that produces goods.
  • The NIPA excludes the hh activities that produce
    domestic or personal services for
self-consumption, except when they are paid. Most
of the estimations of the Household Satellite
Account consist of including those activities

Valuation
  • There is a debate about methods of valuation
  • There are 2 approachs
  • 1. We need a wage
  • 2. We need quantities of production and costs
  • First approach
  • Opportunity cost we value the worked hour as the
wage that the non-paid worker can receive in the
    labor market.

5
  • First approach
  • Opportunity cost
  • Replacement cost wage paid in the labor market
    for equivalent tasks
  • Wage paid to a non-specialist (a non-qualified
worker that perform many tasks domestic service)
  • Wage paid to a specialist (a cooker, etc.)
  • In the estimations, there are different options
about to consider pre-tax or post-tax wage to
use mean wage or the median (replacement cost)
the independent variable in the wage equation
(opportunity cost) (however, generally the wage
is a function or education, age and sex)

6
  • Second approach (not used in Latin America)
  • Produced quantities (units of clean clothes
number of meals, etc.) times the wage/unit
  • Market value of the production non-labour cost
    of production
