ALLOCATION VS EXPENDITURE 2006/07

• The Northern Cape was allocated a budget of
  R104, 774m for the 2006/07 in respect of the
  Integrated Housing and Human Settlement
  Development grant.
• The expenditure for 2006/07 was R104,713
• A rollover request of R60,000 was submitted to
  treasury

REASONS FOR SLOW SPENDING

• The first two quarters expenditure trends was low
  due to non-performing contractors on a number of
  projects
• Capacity constraints within the department

• The department had 52 blocked projects
• 25 of these projects have been completed
• 24 are currently under construction for
  completion by March 2008
• 3 blocked projects under construction will only
  be completed by March 2009
