  • Thoughts on how to create top down and bottom up
    linkages for Sub-national governance (SNG)
    between the center, province and district levels.
  • To be able to define and understand IJC roles,
    Ministerial Embed program and focus of Key Leader
    Engagements (KLE) with Ministries
  • To gain insights the Independent Directorate of
    Local Governance (key select Ministry) for IJC on
    their organizational structure, mission,
    initiatives and challenges.

Understanding and developing linkages for
Governance
  • National Develops and implement policy,
    legislative reforms and the necessary strategic
    objectives and framework to create long-term
    security, stable economic growth, social
    development and local democracy
  • Links provincial and national priorities with the
    Central Budget authority of MOF for operational
    and development budget cycle down to Provincial
    Mustofiat
  • Develops and implements national polices through
    sound legislative and regulatory framework
    through the executive, legislative and judicial
    branches
  • Creates the necessary decentralize support to
    province and district through improvements to
    local governance capacity and basic services
  • Province Create linkage between highly
    centralized system and limited role of the
    delivering limited basic service and budget
    execution authority
  • SNG Policy limits the role of the Provincial
    authority in the fiscal reality that provinces do
    not have budgets, instead, there is only the sum
    of budgets of each Ministry active in the
    provincenormally not even executed by the
    Provincial Line Directors in the Province.
  • Low capacity to coordinate the role of the
    provincial line departments, provincial council
    and the provincial development committee and
    plans.
  • Provincial Council law gives Provincial Councils
    many duties with no authorityno approving plans
    or budget formulation at the provincial level or
    holding provincial authorities accountable.

  • District Primary role to act as the interface
    between the formal face of the government and the
    various informal, village-level governance
    structures
  • In 2008, status of district was gradually
    elevated to become basic unit of planning for
    security operation and development programming
    for many stakeholders (District Delivery Program
    (DDP)
  • Typically well-serviced by schools and
    health-clinics, strong presence of National
    Solidarity Program (NSP)
  • Seeks to promote representation, public services
    grievances, accountability and transparency
    especially local councils and other
    representative bodies.
  • Enables collective and participatory
    decision-making and transparent administrative
    processes (District Development Assembly,
    District Council)
  • Increasing the Tashkeil of district-level
    structures in insecure and secure districts
  • Merit Based Hiring of District Governor positions
  • Presence of several ad-hoc shura and councils
    created by Donor Community to address lack of
    capacity of Line Directors to deliver basic
    servicescreates conflict and confusion and
    significant overlap

  • Constrained by need for Municipalities to secure
    approval direct from MOF for budgetwith budget
    approval they are in an excellent position to
    deliver basic services
  • Higher level of accountabilitycitizens have
    easier access to municipal administrationlinkage
    between tax and service delivery is more direct
  • Public admin reforms slowpay and grade reform
    and merit based hiring have been slow
