• Objective we are going to discuss plans and
  compromises that led to the formation and
  ratification of the US Constitution

1. Federalism (review)

• Division of powers between state and federal
  government

• A legislature that has two houses (Congress has a
  House of Representatives and a Senate) 2

3. Federalist v. 4. anti-federalist

• Federalists supported the new Constitution
  stronger federal govt
• Anti-federalists did not support the new
  Constitution wanted weaker federal govt
  (stronger state govt)

5. Constitutional Convention

• Held in Philadelphia
• Purpose to revise Articles of Confederation
  ended up writing a new Constitution

I. New Jersey Plan v. Virginia Plan

• Both plans agreed there should be three
  branches of govt (L,E,J) difference was how to
  organize the legislative branch (Congress)

A. New Jersey Plan

• 1. Called for a unicameral legislature based on
  equal representation (ALL STATES SEND SAME AMOUNT
  OF PEOPLE).

B. Virginia Plan

• 1. Called for bicameral legislature based on
  population (STATES WITH MORE PEOPLE GET MORE
  REPRESENTATIVES)
• 2. What is the solution?

C. Great (Connecticut) Compromise

• 1. Agree on a bicameral legislature
• 2. One house (House of Rep.) will be based on a
  states population
• 3. Other house (Senate) will be based on equal
  representation
• 4. THIS MAKES BOTH SIDES HAPPY (

D. 3/5 CompromiseUH OH! The south has an
argument

• 1. South wanted to count slaves toward their
  total population (slaves were generally
  considered property)
• 2. Delegates agreed to allow slaves to count as
  3/5 of a person toward total population

• A. James Madison, Alexander Hamilton, and John
  Jay write essays to convince citizens to support
  the Constitution
• B. Only way anti-federalists will agree is to add
  a Bill of Rights
