  • Security was placed in the strength of ones
    military.
  • Great Britains policy was to maintain a more
    effective navy than any other two countries
    combined.
  • Germany was quickly becoming a dominant military
    threat.
  • Hague Conferences-attempts to disarm in 1899 and
    1907 worldwide, failed

  • Germany formed alliances with Austria-Hungary and
    Russia, while building up military. As power
    increased, let alliances collapse
