2Introduction
- This Power Point presentation has been prepared
for election inspectors appointed to work in a
precinct in which the AccuVote precinct count
voting system is used - Included is a review of the laws, rules and
procedures governing the operation of the polling
place and the duties that must be carried out by
the board of election inspectors on election day

4Opening the Polls
- The following tasks must be performed prior to
the opening of the polls - Swearing in of workers and signing of forms
- Checking equipment and supplies delivered
- Setting up precinct required signage posted and
positioning of tables/chairs

- Verify that LCD display public counter reads
zero throughout the election the public counter
will increase by 1 for each ballot tabulated - The polls must be ready and open for voting by
700 a.m.

- Each voter must first complete an Application to
Vote and Present Photo ID - Signature - Any variation of the legal name is
acceptable the printed name is optional - Present Street Address
- Day and month of birth Year of birth is
optional

- Check Photo on ID (drivers license)
- Swipe drivers license to bring up voter info in
laptop - On app - Compare the day and month of birth and
present residential address on the Application to
Vote to the info in the E-Poll Book - If the day and month of birth does not agree
attempt to ascertain the reason for the
discrepancy - If the addresses are different question the voter
as to the reason

- Check the E-poll book voter info for the presence
of any Status Codes ? Refer to info on bottom
of screen for further explanations (i.e. verify
signature, confirm address..etc) - Initial the Application to Vote to indicate that
approval to vote has been granted - Proceed to issue the next ballot in the E-poll
book

- Issuing the ballot
- Once issued in the laptop - Record the ballot
number on the Application to Vote and initial - Place the ballot into a secrecy sleeve so that
the stub is exposed and hand it and application
back to voter - Reminder voter of Primary Election (do not cross
party vote vote both sides) - -- Direct voter to available voting booth
- Instruct them to go to tabulator area next when
done

Sleeve Must Be Provided With
Every Ballot Issued voting instructions are
found in pocket on front of sleeve

- Receiving the voted ballot
- To ensure ballot secrecy, the ballot must be
inserted in the secrecy sleeve with the stub
exposed - Verify the number on the ballot stub against the
ballot number recorded on the Application to Vote
- Remove the ballot stub and instruct the voter to
feed the ballot into the tabulator

- Preserving ballot secrecy
- Inspectors should remain at least 10 feet away
from the tabulator while ballots are cast and/or
possibly exposed - If tabulator rejects ballot for some reason, ask
voter to try and re-insert - If still problem inspectors may not approach the
tabulator until the ballot is concealed - Look at the message in the LCD on tabulator
- If needed refer to the script provided by the
Bureau of Elections when explaining the reason(s)
for rejection to a voter (A copy should be
included in your precinct supplies)
24Tabulator Rejects Ballot?
- Following are possible reasons
- 1. Crossed Party ? (Primary Election)
- 2. No accurate vote cast (oval not marked)
- 3. Voter over-voted ?
- 4. A possible defective ballot?
- (if new ballot required direct voter back to
processing table to spoil (cancel) ballot and be
issued a new ballot)
