• He made the Boyar Look more western
• He demand that they serve the state with A Table

• Boyars never became completely loyal to peter.

• In 1698 awell peter was on a trip around Europe
  the sterltsy rebel
• When peter came back he stop the battle the with
  public executed and 1200 were put to death .

  they were in charge of the government when the
  tsar was away with the army.

  to Russia.

• He wanted to secure ports to trade with the west
  and give Russia more influence.
• This led to wars with the ottoman empires

• After Peters death nobles and soldiers regain
  control over the monocracy.
• In the end he had modernize Russia but was unable
  to make it stable.
