Philippine Backgrounder
  • Hazards such as floods, landslides, tsunamis,
    tornadoes, and storms are normal occurrences
    affecting the lives of Filipinos.
  • Complex emergencies such as bombings,
    insurgencies and terrorism also occur.
  • In urban areas, the most common disasters are
    fires and technological hazards.

Objectives of Disaster Management
  • To reduce or avoid human, physical and economic
    losses.
  • To reduce impact of disasters on individuals.
  • To achieve rapid and sustainable recovery.

DISASTER MANAGEMENT CONTINUUM

  • EMERGENCY RESPONSE
  • Activities undertaken immediately following a
    disaster. It includes damage and needs
    assessment, immediate relief, rescue and debris
    clearance.
  • REHABILITATION
  • Immediate repair and initial efforts to
    re-establish the essential services associated
    with social and economic functions of a
    community.
  • RECONSTRUCTION
  • Rebuilding of community services and facilities
    to a level at least equivalent to those existing
    before the emergency situation.

  • Sustained efforts intended to improve or maintain
    the physical, social and economic well-being of a
    community.
  • REHABILITATION
  • Encompasses activities designed to provide
    permanent protection from disasters. It includes
    engineering and other physical protective
    measures, and also legislative measures
  • DISASTER MITIGATION
  • Measures taken in advance of a disaster aimed at
    decreasing or eliminating its impact on society
    and on the environment.

  • Activities designed to minimize loss of life and
    damage, to organize the temporary removal of
    people and property from threatened location and
    facilitate timely and effective rescue, relief
    and rehabilitation.
  • WARNING
  • Dissemination of message signaling imminent
    hazard which also include advice on protective
    measure.
  • DISASTER
  • A situation usually catastrophic in nature in
    which people are plunged into helplessness and as
    a result are in need of food, clothing, shelter,
    medical care and other basic necessities in life.

basic responsibilities of the chapters. At the
onset of disaster, immediate steps should be
undertaken to determine its effects and launch a
relief operation, if needed.
