(NPPO)

Presently, the Plant Quarantine Act
B.E. 2507 (1964) amended by the Plant Quarantine
Act (No. 2) B.E. 2542 (1999) is being enforced.
The Act contains 27 Sections. In order to
prevent the invasion of plant pests and diseases
from outside the country, a number of
regulations, notifications and orders are applied
to imported plants and plant products.
The Plant Quarantine Act B.E. 2507
(1964) amended by the Plant Quarantine Act (No.
2) B.E. 2542 (1999) is administered by the
Department of Agriculture (DOA), Ministry of
Agriculture and Cooperatives (MOAC). The
Department of Agriculture is recognized as
National Plant Protection Organization (NPPO) of
Thailand and has assigned Plant Protection
Research and Development Office (PPRDO) and
Agricultural Regulatory Office (ARO) to carry out
various functions authorized by the Act.
The responsibilities of Plant
Protection Research and Development Office are
(1). conduct of pest survey, surveillance,
monitoring and detection (2).
conduct of pest risk analyses for the importation
of regulated plants and plant products (3).
development of new techniques for quarantine and
commodities treatments. (4). issuance of
phytosanitary regulations and (6). research and
investigation in the field of plant protection.
The main functions of Agricultural
Regulatory Office are (1). issuance of import
permit for movement of plants, plant products,
soil and other prohibited articles (2).
inspection and certification for consignments of
exported plants, plant products and other
regulated articles in relation to the
phytosanitary regulation of the importing
countries and (3). inspection and clearance of
consignments of baggage, cargo, mail, carriers,
plants and plant products entering through
Thailand ports of entry to prevent the
introduction and/or spread of pests.
