  • IETC is an Irish owned Company, set up by Liam
    Colbert Peter Magill to meet the increasing
    demand for independent certification of
    electrical installations in the Industrial,
    Commercial, Public and Private Sectors. Safety of
    electricity supply is now, more than ever an
    important issue for all electrical consumers and
    subsequently we recognised the need for a Company
    specialising in the Testing and Commissioning of
    electrical installations and equipment.
  • With combined experience of 35 years in all
    aspects of electrical maintenance and
    installation we have established a reputation for
    quality, excellence and timely completion of all

    maintained a policy of continuous improvement
    through re-training and further education,

Portable Appliance Testing ( PAT )
  • We offer a complete service of Portable Appliance
    Testing (PAT), which covers all voltages from
    110v to 415v. We will call to your premises to
    carry out a full survey of all the equipment
    requiring testing, following which we will issue
    a price for the work to be undertaken. On
    instruction to proceed and prior to commencing we
    will meet with you again to ascertain that our
    plan for testing is in line with your companys
    requirements, ensuring as little inconvenience as
    possible to your ongoing business. Once this is
    approved, we will commence with the actual work.
  • On completion of the full PAT, we will compile a
    list of all test results on both hard and soft
    copy, which will be issued to you along with your
    certification on receipt of payment. Appliances
    which have passed the test will be labelled with
    a Pass Label stating the appliance ID, Pass Date,
    Fuse Rating and Re-Test Date, along with the
    signature of the Engineer who has carried out the
    service. Appliances which have failed can be
    repaired by us at an agreed cost if it is
    practical to so and subsequently re-tested.

Why PAT Test ?
  • The reason PAT should be carried out is quite
    simple. It will protect both your employees and
    customers from accidents such as electric shock
    or burns whilst also protecting against a
    potential fire hazard. Many work related
    accidents are caused by wear and tear of portable
    appliances such as damaged leads, incorrect fuse
    rating or damaged casings, to name but a few.
    Many customer related accidents are due to
    neglect in maintaining these appliances or lack
    of testing to begin with. The HSA have recently
    issued figures reporting that 25 of all
    electrically related accidents are caused by
    faulty portable appliances, which can inevitably
    result in serious injury and expensive law suits
    undertaken by either employees or customers.

The Law
  • Under the Safety, Health and Welfare at Work Act
    2007 S.I. 299, it is now a requirement under
    Irish law that all businesses are obliged to
    carry out PAT Testing on all portable appliances
    to ensure the safety and welfare of both
    employees and customers. The onus to carry out
    PAT Testing now falls entirely at the feet of the
    employer who is 100 responsible. In order to
    comply with regulations records must be kept for
    at least five years for random spot checks
    carried out by the HSA. Irish Insurers/Underwriter
    s are now requesting proof that all portable
    appliances comply with the legislation prior to
    the renewal of existing or commencement of new
    policies. From 1st November, 2007, the Safety,
    Health and Welfare at Work Act 2007 S.I. 299,
    section 81 states that an employer shall ensure
    that
  • (1)(a) portable equipment is maintained in a
    manner fit for safe use and
  • (c) portable equipment which is
  • (i) exposed to conditions causing
    deterioration liable to result in danger,
  • (ii) supplied at a voltage exceeding 125
    volts alternating current, is
  • (I) visually checked by the user before use, and
  • (II) periodically inspected by a competent
    person, appropriate to the
  • nature, location and use of the
    equipment.
  • (2) An employer shall ensure, where appropriate,
    that a competent person
  • (a) tests any portable equipment described
    in paragraph (1)(c)(i) and(ii),

How Often Should I Test ?
  • All appliances fall into their own categories,
    which are listed below. From this we have
    established a set of guidelines to define how
    often you should test the different appliances.
    An annual test cycle may be extreme in some
    circumstances but may not be enough in others.
  • There are seven types of equipment which are
    categorized as follows
  • Portable - Equipment that can be moved
    whilst connected to a supply.
  • Moveable - Not more than 18kg in mass
    and not fixed or equipment with wheel,
    castors or
  • other means to facilitate
    movement in order for it to perform its intended
    use.
  • Hand Held - Equipment that is held in the hand
    during operation
  • Stationary - Equipment having a mass more than
    18kg and not provided with a carrying handle.
  • Fixed - Equipment that is fixed
    to a support or otherwise secured.
  • Built-in - Equipment installed in a
    recess providing partial enclosure but having one
    or more
  • surfaces exposed.
  • I.T. - Equipment containing electronic
    components for functional
  • operation.

Electrical Testing Commissioning of New
Installations
  • Standards and safety regulations have become more
    stringent in recent years particularly in the
    Industrial and Commercial Sectors. Prior to this
    however, many new buildings were not fully tested
    and as a result do not meet with current
    regulations. We not only insist on these
    standards but provide our customers with a
    professional and trustworthy service where
    quality and efficiency are to the fore. Many
    Contractors struggle to find reliable and
    qualified staff to carry out thorough testing and
    commissioning of their electrical installations
    thereby failing to determine that they are inline
    with current regulations. IETC not only provides
    a service which gives our customers peace of mind
    but ensures that your Company is handing over an
    installation, knowing it has been tested to the
    highest standard.
  • Many electricians believe that powering up the
    circuit and verifying the operation is a
    sufficient method of testing. This is not just
    naive but down right negligent as it is highly
    dangerous and can lead to fire or in some cases
    death!
  • The ETCI National Rules For Electrical
    Installations
  • Chapter 61 Sub Section 610.1 states
  • Every Installation, including subsequent
    alterations and extensions, during erection and
    on completion, shall be inspected and tested
    before being put into service so as to verify as
    far as is practicable that the requirements of
    these Rules have been fulfilled

Our testing procedures are carried out as follows
  • Visual Inspection
  • Visual inspections must be carried out prior to
    the undertaking of any testing. The following are
    some examples of the more common faults which can
    be detected
  • Incorrect polarity
  • Loose connections
  • Incorrect rating of fuses/MCBs/RCDs
  • Damage to equipment etc.
  • Most importantly a visual inspection can detect
    the presence of exposed live electrical
    conductors which could thereby prevent
    electrocution avoiding serious injury or possibly
    death. This can be seen in more detail in
  • ETCI Third Edition Regulations on
    Verification Testing Chapter 61
  • Continuity of Conductors
  • The continuity of all protective conductors and
    equipotential bonding conductors must be verified
    next with all results recorded. These tests will
    verify that the electrical circuits are installed
    and connected correctly thereby ensuring that the
    circuits are electrically sound. All visual
    inspections on earth bonding and polarity will
    therefore be confirmed.

Testing procedures continued...
  • Insulation Resistance Test
  • The insulation resistance between all conductors
    must be carried out following the continuity
    tests. All conductors will be disconnected from
    the distribution board and be tested separately
    from all other circuits. We will test between all
    Live conductors to Earth and Neutral as well as
    between Neutral and Earth. All appliances,
    lighting, or any other sensitive equipment will
    be disconnected from the circuit prior to testing
    so as not to damage any of the equipment.
  • Where necessary we will test the floor and wall
    resistance to earth. Currently, installations are
    often built with metal stud partitions which are
    required to be bonded to earth as per RECI
    recommendations. As these metal partitions can
    become live under fault conditions we feel it is
    best to carry out these tests wherever
    needed.needed.
  • Once the above have been completed, the power can
    then be turned on and the following tests
    undertaken
  • Earth Loop Impedance
  • An Earth Loop impedance test will be carried out
    on all circuits and the test results recorded.
    This test measures the fault loop impedance and
    must be carried out at the furthest point in the
    installation on each circuit.

  • Residual Current Device Test ( RCD Test )
  • The RCD test will be carried out next to verify
    the correct operation of all RCDs and RCBOs and
    the results recorded. This test verifies the trip
    time in milliseconds and should be visually
    inspected also. The load must be disconnected
    from the circuit to ensure accurate results and
    to interrupt the normal earth leakage current
    from any equipment installed.
  • Functional Tests
  • If necessary, all control gear i.e. motor
    control, interlocks, drives etc. will have full
    functional tests
  • carried out to verify their correct operation.
    All protective devices will be thoroughly tested
    to ensure
  • safe operation.
  • Phase Rotation Test
  • We will test the phase rotation of all three
    phase motors in the installations being tested.
    The rotation
  • Is normally in a clockwise direction, unless
    forward/reverse control is required. This will be
    confirmed
  • with a phase rotation meter.
  • On completion of all testing we will compile a
    list of all test results on both hard and soft
    copy which will be issued to you along with your
    certification on receipt of payment.

Periodic Inspection Testing
  • We provide all our customers with periodic or
    annual electrical inspection and verification of
    their property to provide peace of mind and
    security. This also guarantees that your
    electrical installation is maintained to the
    highest standard and all your employees are
    working in the safest environment possible.
  • As an employer you are obliged to provide the
    following, under the Health, Safety Welfare at
    Work Act, S.I. 299 of 2007
  • 89. An Employer Shall Ensure-
  • (b) an existing electrical installation is tested
    by a competent
  • person in an appropriate manner
  • (i) from time to time where required having
    regard to the
  • nature, location and use of the
    installation, or
  • (ii) if an inspector so requires,
  • a report of the test is completed by the
    competent person
  • carrying out the test
  • The procedure for Periodic Inspection and
    Verification is the same as that, for Testing and
    Inspection of a New Installation.
  • On completion of all testing we will compile a
    list of all test results on both hard and soft
    copy which will be issued to you along with your
    certification on receipt of payment.

Emergency Lighting IS3217
  • Emergency Lighting is one of the most important
    aspects of any building no matter the size or
    nature of the business. It is a life safety
    system and must, by law, be maintained and tested
    on a regular basis as stated by the National
    Standards Authority of Ireland (NSAI).
  • The Code of Practice for Emergency Lighting
    IS3217 1989
  • There must be clear indication and safe level of
    illumination of escape routes in the event of
    failure of normal power
  • In addition to the moral duty placed on the
    occupiers of buildings and employers, there are
    specific statutory duties, which require adequate
    signage and emergency lighting in buildings. Life
    safety systems in buildings and industrial plants
    are essential to the maintenance of a safe place
    of work and emergency lighting, which is one of
    the key systems, must be maintained to the
    highest levels
  • Emergency Lighting is the first line of escape in
    the event of an emergency. It illuminates the
    safest way to the nearest exit and if not
    maintained can inevitably lead to accident or
    death ensuing prosecution of the premises owner
    or employer due to negligence. We at IETC can
    offer our customers full design and commissioning
    of new installations and annual testing of
    existing installations ensuring that all our
    customers have peace of mind in the knowledge
    that they have an efficient and safe emergency
    lighting system at the ready if and when
    required.

Emergency Lighting continued.
  • All Public Buildings and Businesses must label
    all emergency lighting for which they must have a
    corresponding log book and drawings. This
    information is crucial and must be available to
    the fire officer when applying for or renewing a
    license.
  • So many Companies who test emergency lighting
    simply test the system and issue a report which
    includes a list of defects that require resolving
    by a qualified electrician. This will inevitably
    add to costs with the possibility of long delays
    prior to the defects being corrected. We will
    test and fix any defects found as quickly as
    possible and with little or no inconvenience
    caused.
  • Existing premises may not always have a Central
    Test Unit facility in their Distribution Boards
    for testing emergency lights. We will install
    these test units to facilitate future testing
    without the inconvenience of isolating the power.
    It is now a statutory requirement under the Code
    of Practice for Emergency Lighting IS3217 1989,
    to have a Central Test Unit installed in all
    Distribution Boards.
  • Each emergency lighting system should have a
    facility for simulation failure of the normal
    supply for test purposes. The facility should not
    interrupt the normal lighting supply to the area
    concerned. After the test period the emergency
    lighting system should be automatically restored
    to its normal state
  • Generally a test switch with 30 minutes and 3
    hour timers to isolate only the unswitched supply
    to emergency luminaires is provided
  • This facility enables the emergency lighting to
    be tested during normal working hours without any
    inconvenience to the day to day running of the
    premises in question.

Verification Identification of Electrical
Installations
  • We offer our customers an excellent service by
    providing verification and identification of all
    electrical installation. This involves carrying
    out the following procedures
  • Verification of all Electrical Circuits in
    unidentified Distribution Boards
  • Providing Accurate Distribution Board Schedules
  • Labelling all Electrical Outlets throughout the
    building
  • Providing Up To Date Accurate Electrical Drawings
  • Labelling All Mains Cables and Providing Cable
    Schedule Chart
  • This service will provide the exact information
    required to enable efficiency in all future
    maintenance work, saving time and money in the
    long run. It will further provide a safe working
    environment for all personnel using the premises,
    with the overall installation clearly marked and
    identified.
  • Under the Safety, Health Welfare at Work 2007
    Regulations, S.I. 299 an employer shall ensure
    that
  • (a) all electrical equipment is suitably
    identified where necessary to prevent
    danger,
  • (b) all electrical equipment, other than cables
    and overhead lines, displays the makers name
    together with all ratings necessary to show that
    it is suitable for the purpose for which it is
    used, and
  • (c) all electrical circuits are suitably
    identified at their source to allow those
    circuits to be safely and securely de-energised
    and isolated.

Data Testing
  • We offer our customers an excellent and efficient
    service in Data Testing. We are certified to test
    any installation no matter how big or small and
    regardless of the category cable used. Our test
    equipment allows us to test these installations
    with speed and accuracy of the highest standard.
  • Many businesses are looking to optimise their
    I.T. equipment to increase productivity in the
    workplace. In order to do this, a survey of the
    existing cabling network is necessary to verify
    if it is capable of carrying the required amount
    of data, otherwise the system may not function
    correctly. The speed of data transfer, with the
    technology that businesses have, requires the
    data cabling network to be of excellent quality
    in order to gain optimum efficiency out of the
    network. If certain areas fall below this
    standard, we can install new cabling and
    re-certify the entire installation.
