What is PDMRA

• The SecDef directed the implementation of a
  program to compensate individuals who are
  required to deploy or activate within established
  dwell time
• USD directed this incentive to be in the form of
  administrative absence

How is PDMRA accrued

• PDMRA is based upon
• 12 Dwell for Active Component Marines
• 15 Dwell for Reserve Component Marines

Eligibility Requirements

• Active Component (Does not include AR)
• 1st Deployment minimum of 4 mo
• Begins date entering AOR
• Ends date departing AOR
• Subsequent Deployment w/in 12 Dwell
• Dwell begins date departing AOR
• Dwell ends date re-entering AOR
• Pre-Deployment Training not appl
• Subsequent Deployment minimum of 4 mo

• Reserve Component
• Applies to activation under USC Title 10
• 12301(a), 12301(d), 12302 12304
• Applies to AR Marines DEPLOYING
• 1st Activation minimum of 4 mo
• Begins date activated
• Ends date deactivated
• Subsequent Activation w/in 15 Dwell
• Dwell begins date deactivated
• Dwell ends date re-activated
• Subsequent Activation minimum of 4 mo

Processing PDMRA

• Change of Component Dwell of current service
• RC to AC Dwell becomes 12 for deployments
• AC to RC Dwell becomes 15 for mobilization
• PDMRA resets to ZERO
• Join new duty station (AcDu/AR)
• Separation (AcDu/AR)
• Deactivation (Reserve)
• Transitioning between components

• New Leave Liberty Regs (MCO 1050.3J)
• PDMRA will reset to zero upon a Marine
  transferring to the next duty station,
  separating, deactivating, or transitioning
  between components, accession/release from the
  Active Reserve program, or retiring. Failure to
  use PDMRA days within the designated time frame
  will result in loss of the benefit (i.e., PDMRA
  will be reset to zero.)

• Accumulation of PDMRA is based upon a 30-day
  month
• 1-day Deployed/Activated 1 mo for accumulation
• Accrues while on Medical Hold
• Annual Leave accrues while on PDMRA
• Maximum PDMRA 23 Days per occasion
• PDMRA does not accrue until minimum of 4mo

• Does not accrue while in Adverse Admin Status
• Deserter, UA, Legal Hold, Pending Court Martial,
  Invol recall for Art 32, etc.
• Use or Lose program
• AcDu/AR must use during current PCS
• Reserve must use PRIOR TO being deactivated
• May be used in conjunction
• Annual Leave, LWAS, TAD, PCS, Special Liberty,
  RR
• Activation Orders extended for use of PDMRA
• Local Command authority to extend

• PerDiem is not paid while on PDMRA
• Required to be shown on partial travel claims
• Use of PDMRA prior to earning is not authorized
• Use of PDMRA vice annual leave does not justify
  Special Leave Accrual (SLA) authorization at end
  of FY
• Do not confuse SLA from LSL
• Marines choosing to take PDMRA vice LWAS rate to
  sell back accumulated leave

• Non-monetary compensation
• Cannot sell PDMRA back at the end of orders
• EXCEPTION
• Reserve Members that are Federal, State Local
  Government Employees
• Law may preclude being paid 2 entities
• May receive Assignment Incentive Pay (AIP)
• AIP 200 per day of PDMRA
• Maximum of 3,000 per USC TITLE 37 Section 307a
• Not eligible for Combat Zone Tax Exclusion (CZT)
