  • Long term sustainable development of Malaysia
    including protection and enhanced quality of
    Malaysian nature and environment through
    Malaysian contribution to and compliance with
    MEAs and related national policies.

  • Immediate Objective
  • Capacity enhancement of the Conservation and
    Environmental Management Division (CEMD) to
    enable it to fulfill its mandate towards
    effective co-ordination and facilitation of
    participation in and implementation of MEAs.

  • Mandate
  • National focal point for MEAs
  • Act as the cross-cutting "umbrella" entity at the
    level of policy making and co-ordination.
  • Initiate and support implementation of all
    conservation and environmental management
    developments, negotiate international agreements
    and ensure their national implementation.
  • Capacity Constraints
  • Due to frequent staff changes and insufficient
    capacity, CEMD is not able to fully provide the
    necessary coordination support to other agencies,
    thus adversely affecting the actual management
    and implementation of MEAs on the ground.

  • Local consultant is Global Environment Centre
  • Tasked with development of training curricula
    and coordination for the implementation of the
    courses
  • Local Working Group established to guide the
    development of the curricula. Comprise
    representatives from local public training
    institutions INTAN, EiMAS, IDFR, ILKAP
  • Pilot training courses proposed in May, September
    2005. Will use a mix of international and local
    experts, but emphasis on local expertise
