What is child Study Team? CST
  • The Child Study Team (CST) is the first step in
    the process of identifying struggling students,
    determining appropriate interventions and/or
    referrals for evaluations. The CST consists of
    ESE department members, guidance counselors,
    reading coaches or teachers and the students
    homeroom teachers.

What is Response to Intervention?
  • RtI is the practice of providing high-quality
    instruction/intervention matched to student needs
    and using learning rate over time and level of
    performance to make important educational
    decisions.

The First step..
  • If a teacher/parent suspects a student is having
    an academic or behavior problem, The parent and
    teacher should first communicate together and
    attempt to solve the problem.
  • Teachers and parents should work together to
    decide what skills and strategies will work best
    for the student prior to the CST/RTI Process.
  • The teacher completes a Progress Monitoring Plan.

Step 2
  • Once all classroom interventions have been
    attempted, then a teacher may refer a child for
    Child Study Team or Response to Intervention
    Services.

Step 3
  • The teacher will contact student services or the
    grade level guidance counselor.
  • The teacher will then complete a
    Pre-referral/Intervention form.
  • Send a parent permission form and collect a
    variety of data necessary for student
    evaluations.

Step 4
  • Once documentation is collected, the first CST
    Meeting will be held.
  • Teachers document/provide samples of
    pre-intervention work
  • Review cumulative file
  • Review absences/tardies
  • Vision/Hearing Screening
  • Speech/Language Screening
  • Ability/Achievement Screen
  • Brainstorm interventions
  • Observation data
  • Implement interventions for 3 weeks
  • Recommend need for language evaluation as
    indicated

The First CST Meeting..
  • Discuss Student Data Review
  • Discuss Baseline and Progress Monitoring Data
  • Brainstorm Interventions
  • Schedule and document follow-up meeting between
    case manager/guidance counselor and teacher.

Following the first Cst Meeting
  • Progress Monitoring will continue with
    communication from guidance, case worker and
    teacher.

Step 5
  • Second Child Study Team
  • (Parents Invited)
  • Teachers review results of interventions (post
    samples of work)
  • Counselor reviews ability/achievement results
  • Confirm pass on vision/hearing screen
  • Confirm pass on speech/language screen
  • Team decides on Response to Intervention
    Strategies.

What are the possible outcomes or meeting 2?
  • Student eligibility for language impaired
    determined
  • Eligibility/Staffing/IEP scheduled if eligible
  • OR
  • The Response to Intervention Team meets to
    discuss various Tier-RTI Interventions Strategies
    and implementation of those strategies until the
    student is successful.

Step 6
  • RTI Team will continue to meet until student
    success is met based on individualized
    interventions.
  • OR
  • The team will issue a referral to FSUs
    Multidisciplinary Center. After the RTI
    Interventions are
  • Parent Permission will complete necessary
    permission forms for screenings.
  • We will issue parental rights.
  • The team will provide parents with copies of
    screening.

Final Step
  • Feedback from FSU
  • 1. Student qualifies
  • SLD/Gifted-begin
  • services
  • OR
  • 2. Student does not
  • qualify, continue classroom
  • interventions with Response to Intervention.
