over five years to reinforce smart and secure
borders. This funding has allowed key initiatives
under the Security and Prosperity Partnership of
North America (SPP) to move forward, including - Partners in Protection (PIP)

4Introduction to eManifest
- eManifest
- eManifest will modernize and enhance how the
Canada Border Services Agency (CBSA) processes
and screens commercial goods coming into Canada.
It will improve the Agencys ability to detect
shipments that pose a high or unknown risk prior
to their arrival in Canada. - eManifest will require the pre-arrival
transmission of shipment information including
cargo, crew and conveyance information for all
modes of transportation (air, marine, highway and
rail). - The expected results will be an improved
commercial process that rewards compliance with
predictable and expedited processing at the
border.

conveyance information from marine carriers for
goods imported from offshore and transported by
marine vessels.

conveyance information from air carriers and
trans-border marine carriers.
- eManifest will require mandatory electronic,
pre-arrival receipt of - Highway and rail conveyance information

CBSA will validate data, risk assess the
shipment, and make admissibility and/or
examination recommendations prior to arrival of
the shipment in Canada.
Carriers will provide crew, cargo and conveyance
information electronically as follows
Freight forwarders will provide secondary
information electronically as follows
Supplementary information is required for
marine mode 24 hours prior to loading
Importers will provide admissibility

- Advance Information
- For all commercial goods entering Canada, trade
chain partners will be required to submit
electronic data pertaining to crew, cargo and
conveyance prior to their arrival in order for
the CBSA to risk assess and determine if the
goods are admissible into Canada - Data requirements build on existing Electronic
Data Interchange (EDI) datasets. Data
requirements are being modeled on the World
Customs Organization (WCO) dataset, and will be
harmonized to the greatest extent possible with
the United States - Advance Information / Importer Admissibility Data
- Pending decision, importers will be required to
submit Importer Admissibility Data (IAD) prior to
the First Point Of Arrival (FPOA) under eManifest

- Transmission and Notification Systems
- The trade community will have a variety of
options to send electronic data to the CBSA
including - Value Added Network (VAN)
- Third Party Service Provider
- Customs Internet Gateway
- Direct Connect to the CBSA
- eManifest Portal
- An automated notification system will confirm
receipt of information, or detail detected errors
that must be amended before arrival at the border - Carriers will receive notification once
information from all partners is complete

- eManifest Portal
- The eManifest portal is a user friendly, secure
and widely accessible option for clients to
connect to the CBSA. Clients will be able to
submit data, verify status, perform queries and
generate reports - The portal is especially geared towards small to
medium sized clients and the design is intended
to harmonize with the U.S. CBPs ACE Internet
Portal to ease the transition for users - Cross-Canada consultations with carriers in
Winter 2008 helped to define user requirements
and design the portal - Consultations with trade will continue through
the eSPN Design Working Group

- Automated risk assessment of all electronic data
will enable examination, or admissibility
decisions to be made before any shipment arrives
in Canada. Changes are being undertaken to - Ensure risk assessment processing within reduced
timeframes - Ensure capability to meet sharp increase in
volumes and short turnaround times that exist in
highway and rail modes

- Passage
- An integrated system for Border Services
Officers working at the First Point of Arrival
(FPOA) that will provide them with a streamlined,
user-friendly interface for border processing - Pre-arrival electronic transmission of conveyance
and cargo data will expedite processing at the
border - Supports valuable capacity of displaying driver
pictures (Picture in Booth) to confirm the
identity of drivers participating in the Free and
Secure Trade (FAST) Driver Registration Program -

- The eManifest Stakeholder Partnership Network
(eSPN) was established to provide trade chain
partners with a forum for dialogue, input and
guidance regarding the design, development and
implementation of eManifest - eSPN presently consists of four committees /
working groups - The eSPN Plenary
