MID DAY MEALS SCHEME-IMPLEMENTATION
  • Mid Day Meals programme launched in the State
    from 1st Sept. 2004 with an initial coverage of
    child population of one lac.
  • All Primary Students brought under the purview of
    the scheme from 1st April 2005.
  • All Educational Guarantee Scheme Centres covered
    under the scheme.
  • Children studying in 1st to 5th provided with
    cooked Mid Day Meal comprising a minimum of 300
    calories and 8 to 12 grams of protein content.
    The menu revised from 1st November, 2006 to
    provide for a minimum of 450 calories and 12
    grams of protein content. Addition of pulses and
    vegetables in the menu.

Review and Evaluation
  • Directorate of Evaluation and Statistics
    entrusted with the responsibility of making an
    evaluation study. The report is awaited.
  • During the year 2006-07 a complaint about the non
    implementation of the scheme in the areas of Uri
    and Tangdar was received by the Ministry of Human
    Resources and Development.
  • A team deputed by the Ministry made spot
    inspections and have returned the report to the
    Ministry.
  • The petitions committee of the state Legislative
    Assembly reviewed the progress on implementation
    of the scheme on 16th of March 2007. It has
    decided to constitute the sub-committees for
    visits to various schools to inspect the
    implementation of the scheme at the cutting edge
    level.
  • Review of the implementation of the scheme with
    the Zonal Education Officers held on 6th of
    January 2007. A workshop to sensitize the Zonal
    Education Officers with the revised guidelines
    being held shortly at the divisional level.

Areas of Concern
  • Feeling of deprivation amongst the section of
    children studying in upper primary classes.
  • Loss of teaching days for the teacher procuring
    the food grains and other materials from the
    agencies / market.
  • Lack of storage facilities exposes the food
    grains to quality deterioration.
  • The storage facility permitted on normative basis
    for the locations which remain snow bound and
    inaccessible for a minimum of 6 months cannot
    serve the purpose and in such areas the food
    grains for a minimum of two quarters needs to be
    provided in advance. The prototype design for
    kitchen-cum-store provided for under the
    guidelines would not meet the requirement.
  • The cost of construction of kitchen-cum-store
    worked out at Rs.60000/- per unit may meet the
    requirement to an extent in the plain areas of
    Jammu division but falls far short of estimated
    expenditure in the hilly and far flung areas
    where the component of head load and the lead
    adds to the cost in a big measure. The inevitable
    requirement of providing the roof in the winter
    zone of the state again adds to the cost. For
    construction of additional classroom under Sarva
    Shiksha Abhiyan with almost the same built up
    area cost estimates calculated on average basis
    work out at Rs.1.65 lacs.
