Our Management
The Central Oregon Police Chaplaincy is a Public
Benefit non-profit organization with a volunteer
board of members from the community, law
enforcement agencies, emergency services
agencies, clergy, and professionals that meet
monthly to assist the chaplains in accomplishing
ministry for our law enforcement and emergency
services families in Central Oregon.We have
by-laws to guide and direct us to provide orderly
and consistent ministry. They provide an
opportunity for direction and accountability for
this ministry and the community served. Presently
we have two staff chaplains and several volunteer
chaplains.

Our History
  • The Central Oregon Police Chaplaincy (COPC) was
    established under the direction of Chaplain Dick
    Stein in 1997.
  • COPC applied for and was granted status as a
    501c3 organization on April 16, 1999.
  • On March 1st of 2003 Chaplain Jim Crowley
    accepted the responsibility of fulltime Chaplain
    for the COPC.

What the First Responders of Central Oregon do
each year
Dispatchers answer the call, Emergency Services
respond, Support Staff/Administration/Detectives/
Evidence follow up. Thousands of community
members are touched by Emergency Services in
Central Oregon.
Around 300,000 calls come in to Dispatch for Law
Enforcement, Fire and EMS in the Deschutes County
area.
Around 27,000 calls come in to Dispatch for Law
Enforcement, Fire and EMS in the Crook County
area.
Around 20,000 calls come in to Dispatch for Law
Enforcement, Fire and EMS in the Jefferson County
area.
Our Emergency Services Personnel handle Around
347,000 calls for service annually

What We Do
Help Bring Calm To Chaos Offering a safe place
and safe relationship to the First Responders of
Central Oregon Offering help and assistance to
those in crisis and facing traumatic circumstances

Confidential Personal Counseling to police
officers and emergency services personnel, their
families and the community.

Ride-alongs with officers and emergency services
personnel, encouraging and establishing trust,
identifying with their daily pressures and
responsibilities.

Emergency Services Chaplains are available for
on-scene support for all crisis intervention and
assistance when needed, including assisting with
death notifications.

Search Rescue Chaplains are there to assist
the Search Rescue teams as they are called upon
for missions, rescues, searches, evacuations, and
recoveries.

Hospital and Home Visits to assist in healing
and support ministry.

Providing Critical Incident Debriefing and
Defusing we are part of the Central Oregon
Critical Incident Stress Management (CO-CISM)
Team and are available to assist following a
critical incident or traumatic event, for
officers, emergency services personnel, and the
community.

Officer Training and Public Awareness to help
the officer and emergency services personnel and
their family members maintain healthy
relationships to enhance their careers. To
educate the community through classes in schools
and Citizen Academy events.

Officiating Services celebrating with officers
and emergency services personnel and their
families in Wedding Celebrations, Vow Renewals,
and Baby Dedications. Providing pre- and

services personnel, and our communities.

Funding for COPC
  • A portion of our funding comes from the following
    sources community members, local church
    families, businesses, agencies and departments,
    and payroll deductions throughout Central Oregon.
  • A portion of our funding comes from COPC
    fundraisers. One is our Annual Auction and
    Dinner. Another is the Gary Bunger Memorial Golf
    Tournament hosted by Mt. View Heating.

Other Sources of Support
  • Vehicle Deschutes County Sheriffs Office
    donates the use of a vehicle.
  • Vehicle Redmond Police Department donates the
    use of a vehicle.
  • Pagers Deschutes County Sheriffs Office, Bend
    Fire Rescue, Redmond Police Department, and
    Bend Police Department have donated the use of
    pagers and/or radios for the chaplains to use.
  • Office Space Howard Cross Foundation.
  • Uniforms the following Agencies, Departments
    and Businesses have donated uniforms and related
    items to COPC chaplains Bend Police Department,
    Bend Fire Rescue, Crook County Sheriffs
    Office, Deschutes County Sheriffs Office,
    Redmond Police and Redmond Fire Rescue, and Eye
    of the Needle.
  • Facility use COPC was allowed to use
    Hollinshead Barn and Aspen Hall in Bend the last
    few years for the annual Christmas Eve Service
    for Law Enforcement and Emergency Services
    Personnel and their families.

How You Can Help
  • Prayer Pray daily for our Police Officers,
    Sheriffs Deputies, Firefighters Paramedics,
    Corrections Officers, State Troopers,
    Dispatchers, and all other Emergency Services of
    Central Oregon.
  • Service We need those in the community to help
    us with various tasks, programs, and
    fund-raisers. Please let us know if you can help.
  • Involving Others Let others in the community
    know of the efforts and ministry of COPC.
  • Much of our funding comes from individuals like
    you!
