AWAIR Program Application
  • M.S. 182.653, subd. 8 Workplace Programs
  • A written program promoting safe/healthful
    working conditions based on clearly stated goals
    and objectives for meeting those goals
  • Annually reviewed

AWAIR Program Application
  • Affected SIC codes are those with a lost workday
    incidence rate (LWIR) at or above the state
    average
  • Latest LWIR is for year 2000 3.4
  • Skilled nursing care facilities (SIC of 8051) had
    a LWIR of 12.7 for 2000
  • Currently on the 2002 SIC list of industries
    having to comply with AWAIR Program

AWAIR Program Must DescribeRoles
Responsibilities(AWAIR Element 1)
  • How managers, supervisors and employees are
    responsible for implementing the program and how
    continued participation of management will be
    established, measured and maintained
  • This means assigned roles responsibilities
    for employees, supervisors, safety committees,
    directors and managers.

Element 1)
  • Management is responsible to establish the
    program, communicate it and provide resources for
    improvement of the program.
  • Management shall give authority to identify and
    correct hazards, establish a budget to
    purchase/maintain equipment and provide training
    so all levels of employees are trained
    appropriately.
  • All levels of employees shall be held accountable
    for safely performing their job duties. Safety
    related job performance should be included in all
    position descriptions.

Hazard Identification Analysis Control(AWAIR
Element 2)
  • The methods used to identify, analyze control
    new or existing hazards, conditions and
    operations
  • This means establishing methods of identifying
    hazards/exposures through inspections,
    questionnaires, analysis of injury/illness
    records, trend analysis. Inspections should
    include identifying high risk job
    activities/procedures/controls and exposures to
    chemicals, noise and heat.

Communication(AWAIR Element 3)
  • How the plan will be communicated to all affected
    employees so that they are informed of
    work-related hazards and controls
  • This means that training should be developed on
    clearly stated goals objectives and applicable
    to the employees jobs. Content should include
    emergency procedures and day to day activity.
  • Create a training program/inventory
  • New employee orientation critically important,
    can include demonstrated proficiency in safety
    related job activities.

Communication Continued(AWAIR Element 3)
  • Supervisors and managers are required to
    participate in safety/health training.
    Supervisors and managers should be required to
    reinforce the training by observing, coaching and
    correcting unsafe work practices. (Note it may
    be necessary to communicate to the supervisors
    and managers how to correct behaviors and enforce
    rules accordingly e.g union contract.)

Accident Investigation(AWAIR Element 4)
  • How workplace accidents/incidents will be
    investigated and corrective action implemented
  • This means all events, including near misses,
    that caused or could have caused an
    injury/illness or property damage.
  • Supervisors and managers are to be trained in
    the appropriate paperwork and how to conduct an
    incident investigation to determine the root
    cause by answering some key questions

  • Who was involved?
  • Who witnessed?
  • What happened?
  • What was the activities before the incident
    occurred?
  • When (in detail)did events occur?

  • What equipment was involved?

  • A review of operating procedures, workplace
    practices/procedures, maintenance records,
    management practices, schedules, equipment etc.
    should be included.
  • Goal is to have corrective action that turns into
    preventive action

Enforcement of Safety Health Programs(AWAIR
Element 5)
  • How safe work practices and rules will be
    enforced
  • This means that responsibility for safety and
    health exists at all levels in the agency.
  • All employees must know and understand what they
    need to do and not do to make the workplace safe.
  • Employees should be coached to correct unsafe
    behavior and disciplined if violations continue.
  • All rules are enforced uniformly, consistently
    and fairly!!

  • Supervisors must monitor the use of personal
    protective equipment, controls and work
    practices.
  • Supervisors should reinforce behavior correct
    behavior and attitudes.
  • Upper management needs to support supervisors who
    fairly and equally enforce the rules
  • Promote exceptional performance or efforts in
    workplace safety!!

Program Review Is the Agency Making Progress?
  • Was progress made in improving employee safety
    health
  • Were goals and objectives achieved
  • Need to determine why goal/objectives where not
    achieved. (Note objectives should be clear,
    concise and capable of being measured or
    demonstrated
  • Review of compliance programs, accident
    investigations, records, minutes from safety
    committee meetings
  • Conduct a survey or evaluation to receive
    feedback on program progress
  • Document, document, document!!!
