  cost of equipment maintenance.
• Service contract approach to financing equipment
  maintenance guarantees that the State will pay a
  vendor for maintenance regardless of the need for
  maintenance service.
• Ability to measure the return on the service
  contract investment (ROI) is limited because
  there is no practical way to manage a large
  number of individual service contracts, measure
  equipment or vendor performance.
• The State spends millions each year on service
  contracts with no way of gauging if this is an
  efficient use of available funds.
