payload customer with current information
pertaining to the shipping, receiving, and
inspection procedures involved with the payloads
arrival and processing at KSC. If additional
information is required, assistance may be
provided by The Boeing Company (information
below) and/or the appropriate Payload Project
Engineer (PPE) or Launch Site Support Engineer

- Show applicable NASA Payload Name, STS Number,
ISS Mission Number, and include description of
contents, part number, serial number, etc.
English language invoices and value declarations
in U.S. dollars are mandatory. Lack of value
declaration can cause delay in Customs clearance
process. - Carnets
- Use of carnets should be avoided if at all
possible since they are only valid for one (1)
year after the date of issuance and extensions
are very difficult to obtain. The benefit of a
Carnet is the avoidance of duties and taxes being
imposed by Customs. Since all NASA payloads are
afforded duty-free entry with proper
certification from NASA, the use of a Carnet is
unnecessary unless the goods will be shipped to
or from a third country. - Lessons learned from experience
- All shipments should be addressed utilizing the
domestic or international address provided in
this presentation. - If international shipments are not consigned to
Transportation Officer, NASA, the CAPPS and our
Customs interface are taken out of the loop.
Neither NASA Transportation nor CAPPS can
expedite shipments or interface with Customs when
they are not annotated as the consignee. Your
U.S. freight forwarders or broker MUST be
annotated as an Intermediate U.S. Consignee
on the international bill of lading. (Example on
next page.)

if storage space is available.
SHIPPING In advance of payload shipments,
notify CAPPS Transportation Office, - (321) 861-8217 / 861-8211 / 867-1963 providing
the following information

- Initial advance notice should be made a minimum
of four (4) working days prior to shipping. The
bill of lading number can be provided later if
that information is not available on initial
advance notification. This information is
required to schedule any moving , special
handling, receiving inspection, etc.

- SPECIAL HANDLING Advance notification must
include any hazards associated with the shipment
(chemicals, ordnance, batteries, etc.). If any
part of the shipment cannot be moved by use of a
standard forklift, advance notification must be
provided to schedule cranes and crews. NOTE
Current forklifts available at KSC include the
following - 16K with 8 (244 cm.) tines (tines are 80.7 205
cm. wide when spread apart) - 30K with 8 (244 cm.) tines
- 27K with 910 (300 cm.) tines
- RECEIVING After receipt by CAPPS Warehouse, the
payload will be delivered to the designated
customer. - HAND CARRIED ITEMS All hand carried items must
be cleared through CAPPS Transportation Office,
(321) 861-8217 / 861-8211 / 867-1963 / 867-6611
to have the shipment received in the appropriate
facility and by the appropriate organization. - INSPECTION As a general rule, action will be
taken to arrange receiving inspection by the
following - NASA Quality, CAPPS Quality, PI or Experiment
Developer (ED)

- RE-USEABLE SHIPPING CONTAINER IDENTIFICATION
Create a unique numbering system for your
re-useable shipping containers. The number will
be used in tracking the storage location.
Provide a list via fax two weeks prior to arrival
to allow for storage planning. The point of
contact is CAPPS Warehouse Manager (321)
867-1019 Fax Number (321) 867-2396. - Wood containers intended for retention in any
clean room must be painted with flame retardant
paint. Conspicuously mark boxes Flame
Retardant Paint. All wood containers should
have 4 skids for ease of moving with a forklift
and/or pallet jack. - For containers which are planned to be located in
100K clean operational areas, approved packing
materials (i.e., foam, plastics, etc.) must be
utilized. - All containers planned for re-use should be so
marked (i.e., Reusable Shipping Container - DO
NOT DESTROY). If space is available, storage
will be arranged through the LSSM. Due to a
critical lack of storage space at KSC, plain wood
containers, with no specifically designed inside
configuration for securing hardware, will not be
stored but will be destroyed instead. New wood
containers will be fabricated by CAPPS when
hardware is ready to be returned to the PI. - Ensure that proper shipping documents accompany
all shipments, including hand carries, and that
all containers bear proper marking. Ensure that
a copy of the shipping documents are placed in a
plastic packing slip envelope and affixed to the
outside of one of the shipping containers.
11Outgoing Shipment Procedures
- Complete KSC Form 31-376 (Request for Shipping
Document) for those items you want to have
shipped from KSC as well as for those items you
want to hand carry off the Center. This form
must be signed by the LSSE or his/her
representative and must include the appropriate
funding information. Any special packing,
handling, or other constraint information should
be included in the Remarks block of the
request. If shipping hazardous material(s),
include as much pertinent information as possible
(e.g., Lithium Battery, C Cell, 1.5 volts with
each cell containing 2.59 grams of Lithium) and
include the Material Safety Data Sheet (MSDS).
The completed form should be routed to the
appropriate CAPPS Mission Support Representative.
To ensure that your hardware will go out on
schedule, it is essential that the completed form
be received in advance of intended shipping date
as indicated below - Domestic shipments - at least five (5) working
days - International - at least two (2) weeks
- If you want the Integration Data Package (IDP)
returned along with your hardware, it must be
specifically listed on the 31-376 as a separate
line item.

- A Quality inspection is required for all Flight,
Critical GSE, shipments containing items valued
at 25,000 and above, GFE, or otherwise requested
for all items that are shipping from KSC. At
least three (3) working days before starting to
pack any items for shipment, notify the CAPPS
Transportation Office, (321) 861-8217 / 861-8211
/ 867-1963 / 867-6611 so that NASA and/or CAPPS
Quality and CAPPS Packing Crating coverage can
be scheduled. - Hazardous materials will be packed in separate
containers from other payload hardware, and may
not be packed by customer. - If you pack your own goods, a Shippers Security
Endorsement must be completed (sample attached)
and packing must be performed in conjunction with
CAPPS Quality. - If you pack the hardware without this coverage,
you will be required to unpack sufficiently for
Quality and CAPPS Packing Crating to verify the
contents of each container before it is allowed
to leave KSC. - CAPPS Transportation Management will prepare a DD
Form 1149 (Requisition and Invoice/ Shipping
Document) to document shipments made by them from
KSC. If you intend to hand carry the hardware
from KSC, the KSC Form 31-376 will be initiated
by CAPPS Mission Support Office, SSPF Building,
Room 1289C and the LSSE/PI or his/her
representative will need to sign the DD1149 in
acceptance of the hardware.

Personal effects in outgoing shipments will not
be mixed in the same containers with flight
and/or GSE hardware, nor will they be shipped
by CAPPS Transportation. The person to whom the
personal effects belong bears the sole
responsibility of packing and shipping
separately. The CAPPS Packing Crating
Specialist will remove any personal effects found
mixed in with flight and/or GSE hardware. The
CAPPS Transportation Manager will notify the
requestor to pick up the personal effects at the
CAPPS Transportation Warehouse.
Upon request, CAPPS will provide a list of
carriers and forwarders from which the requester
may select and make arrangements to ship the
personal effects.

15For international shipments coming direct to the
Shuttle Landing Facility at KSC or the Skid Strip
at Cape Canaveral Air Force Station, the
following governmental agencies must be advised
- U.S. CUSTOMS SERVICE Declaration of contents
for Customs. Show applicable NASA Payload
Mission, STS Number, and include description of
contents, part number, serial number, etc.
English language invoices and value declaration
in U.S. dollars are mandatory. (Lack of value
declaration can delay Customs clearance process). - U.S. DEPARTMENT OF IMMIGRATION List of
passengers/crew (in the event that the passengers
and crew are planning to leave the aircraft).
Full name, citizenship, Passport and/or Visa
Numbers. - U.S. DEPARTMENT OF AGRICULTURE Description of
plants,etc. are to be declared on the Cargo
Manifest. - U.S. DEPARTMENT OF FISH AND WILDLIFE
Description of fish and wildlife are to be
declared on the Cargo Manifest.
The above information/notification is to be
received at KSC a minimum of 1 (one) week in
advance of shipment arrival.
