1
Contract Registration Technical Committee
  • Laura Anderson
  • Manager, .
  • Certification Accreditation Office July 27,
    2005
  • Industry Services

2
Objective
  • Provide flexibility within variety registration
to meet market demands for specialty products
  • By developing a mechanism for contract
registration of wheat varieties that dont fit
    current class structure
  • While maintaining the integrity of main stream
wheat classes within the bulk handling system

3
General Approach
  • Develop a tiered risk assessment framework
  • Determine the risk of a non-conforming variety
  • Assign the non-conforming variety into a risk
    category
  • Introduce a Quality Management System Standard
    for CR closed loop system
  • Establish requirements to avoid leakage from
    closed loop system, including monitoring
  • Requirements will vary with the level of risk.

4
Membership
  • B. Marchylo / L.Anderson (CGC)
  • D. Adolphe (CSGA)
  • Bill Leask/ N. Arbuckle (CSTA)
  • J. McCullagh (CSI)
  • S. Fox (PRRCG)
  • G. Worden / M. Grenier (CWB)
  • B. Petras / B. Vannan (WGEA)
  • G. Watson / S. Bushell (CFIA)

5
Committee Work
  • Determine how risk will be assessed
  • Define relevant risk criteria
  • Create risk assessment guidelines/tools
  • Establish risk categories
  • Develop QMS standard for closed-loop IP systems
  • Flexible requirements depending on the type and
    level of risk

6
Committee Work (cont.)
  • Establish monitoring requirements
  • Frequency of audits
  • Level of testing
  • Determine how monitoring requirements will vary
    with risk
  • Advise on compliance measures
  • Oversee pilot study

7
Progress to Date
  • Committee has met twice
  • Agreed on general approach
  • Developed a risk assessment matrix
  • Work has begun on pilot study

8
Risk Based
  • Risk f (Hazard x Exposure)
  • Hazard deviation from standard quality
    parameters other factors
  • Exposure f (acreage, confinement measures,
    supply chain, production practices, handling
    practices, etc.)

9
Risk Assessment - Hazards
  • Quality Variance
  • Outcross Potential
  • Dormancy/Volunteers
  • Disease susceptibility
  • Impact on existing classes
  • KVD

10
Risk Assessment - Exposure
  • Seed source
  • Test to identify the variety
  • Grower return
  • Number of growers
  • Dispersion of growers
  • Acreage
  • of class it resembles

11
Risk Assessment - Exposure
  • Collection System
  • Identified buyer
  • Market for non-conforming product
  • QMS post farm
  • QMS on farm

12
Quantifying Risk
  • Risk assessment matrix
  • Numerical rating guide for each identified hazard
    exposure factor
  • Weights assigned to each
  • Total risk measure Hazard x Exposure
  • Categories of risk to be established

13
Managing Risk
  • Level of monitoring (audits and testing) will
depend on the category of risk.
  • Proponent can reduce monitoring costs by
addressing exposure factors getting in a lower
    category of risk
  • Flexibility proponent can determine the least
    cost method to manage risk

14
Deliverables
  • Documented, transparent risk assessment process
  • QMS system standard for closed loop IP system
with flexibility to adapt to different types and
    levels of risk
  • Established monitoring requirements that vary
    with risk levels
