• Assess rate of return on investment for EQ
  eligible items
• Simple no interest
• Does not apply to penalties, or NOV cost
  avoidance
• Must meet both payback and compliance burden to
  meet higher criteria

Ranking Factor 2 Environmental Risk

• Potential risk on public health and / or the
  environment based on a realistic worst-case
  scenario
• Assess the severity and probability of the
  realistic worst-case scenario to determine the
  Environmental Risk Score
• Step 1 Severity. Assess the severity of
  consequences likely to result from the worst-case
  scenario impact (or undesired event)
