The National Domestic Preparedness Consortium
(NDPC) is the principal vehicle through which ODP
identifies, develops, tests and delivers training
to state and local emergency responders. Each
member brings a unique set of assets to the
domestic preparedness program.

Review Process
- Consortium Member (CM) is selected to
develop a course, based upon their individual
areas of expertise - CM develops course based on input from
Subject Matter Experts (SMEs) First Responders
and other agencies - Course is provided to Office for Domestic
Preparedness (ODP) for review. - Pilot courses are run with instructors and
SMEs to refine and improve upon the instruction
of the course. - Pilot course is then provided to First
Responders - Curriculum is reviewed and modified based on
results of pilot courses.

Course Validation Process
- ODP and Consortium Member (CM) set dates and
select a site for course review meeting - ODP selects Review Board of SMEs based upon
curriculum. - SMEs and reviewers are invited to Review
Board Meeting - Course materials are provided for SMEs and
Reviewers prior to review meeting - SMEs conduct desk review. Comments are
submitted to ODP prior to review meeting. - SME comments are compiled by ODP for course
review meeting.

Course Validation Process (cont.)
- Course Review Meeting with ODP, Curriculum
Developers, All consortium Members, SMEs, and
other interested parties. - Course comments provided by SMEs. ODP
compiles comments then sends them to
CM/Curriculum Developers - CM and ODP resolve review questions/comments
- CM/Curriculum Developers evaluate the SME
recommendations. Strategy plan for revision of
course materials - Final approval and validation letter
provided to Consortium Member - Course content is continually evaluated by
Consortium Member with a full internal audit at
least once a year.
13NFPA 472, 473 Compliance
Each NDPC course is developed to comply with
standards set by NFPA 472 and 473
POST Compliance
NDPC courses have never been denied
certification.
14White House Strategy
The Department of Homeland Security will
establish national standards for Emergency
Response Training and Preparedness
These standards would also require certain
coursework for individuals to receive and
maintain certification as First Responders and
for state and local governments to receive
federal grants
The Department would serve as the central
coordinating body responsible for overseeing
curriculum standards and, through regional
centers of excellence such as the National
Domestic Preparedness Consortium, for training
the instructors who will train our First
Responders

- The course features a unique blend of classroom
presentations, field laboratories, case studies
and practical exercises - Designed to familiarize participants with
commercial and military explosives, improvised
explosive devices, and readily available
explosive formulations that have been used or
could be used by terrorists or other misguided
individuals.

- The training also focuses on planning, policies
and procedures that support effective and safe
response to bombing incidents. - This course is designed to instill in
participants a respect for the destructive
potential of explosive materials that could be
used in a WMD incident

personnel who will be authorized to present the
four hour awareness level training course to
individual in their organization, department or
agency.
