6 The project goal To improve biodiversity
conservation and livelihoods through a better
management of PA in Northern Eurasia
7 - The project objectives
- Improve the management skills of PA managers and
staff, especially in the field of PA management
plan, use of economic tools such as economic
valuation of ecosystem services, payment for
ecosystem services and in the field of
conservation finance mechanisms. - Seek stronger political support for PA in the
region through a better awareness of the
importance of PA for both local communities and
political decision makers.
The project aims at contribution to solutions on
the situation, that public attitudes to
environmental problems and policies often are
lacking understanding of ecological processes,
that sustainable development often is seen as a
limitation to development of present welfare, and
that public participation in decision making in
relation to spatial and regional planning often
is insufficient
8 - The main methods
- Creation of training system for PA staff the
network of training centers - Training PA staff, local authorities and nearby
population on innovative economic/financial
approaches to PA management - Introduction of Payment for Ecosystem Services
(PES) mechanism to environmental authorities and
preparing Recommendations of their application in
the Northern Eurasia region - Creation of Environmental Fund (EF) to support
the activities of PAs - PR companies, actions for better awareness of the
importance of PA - Dissemination of experience to Northern Eurasia
The project is directed towards strengthening of
institutional development and capacity building
of NCs and EI and more equal distribution of NCs
and EI in BSR. It will focus on trans-sectoral
and trans-national co-operation, innovation of
methods, and exchange of best practice related to
information, education, public participation and
decision-making.
