What is not JCIDS?
  • JCIDS is not Capabilities Based Planning.
  • JCIDS is not DoD 5000 but provides a primary
interface with the DoD Acquisition system.
  • JCIDS is only one source for FCB and JROC issues.
Lessons Learned, GWOT assessments, and COCOM
IPLs are also reviewed and processed through the
FCB and JROC processes but are not part of JCIDS.
  • Joint Operations Concepts are an integral part of
the Capabilities Based Planning (CBP) process and
provide a key linkage to JCIDS. Although not
part of JCIDS, they provide the framework for how
joint forces will fight in the future and
    underpin JCIDS documents.
  • The Analytic Agenda is a key element of CBP and
    provides Defense Planning Scenarios (DPSs),
    Multi-Service Force Deployment (MSFD) documents,
and analytic baselines. These documents are
critical enablers for joint concepts as well as
analytic support for development of JCIDS
    documents.
  • JCIDS was not designed to obtain or address
near-term funding or urgent warfighting needs.

Improving JCIDS
  • JCIDS AS IS
  • JROC mechanism to provide military advice to OSD
    (Title 10)
  • Relies on Concepts and CONOPs to determine
    capability needs through a CBA
  • Provides a mechanism for Services to identify
capability needs and enter the acquisition
    process
  • Primary feeder of capabilities to the
    acquisition process
  • Process for approval of DOTMLPF change
    recommendations
  • JCIDS TO BE
  • Facilitates deliberate development of joint
    capabilities
  • Satisfy immediate needs of the Joint Warfighter
  • JRAC,ACTD/JCTD, Experimentation In progress
  • Near-term materiel and logistics solutions with
a focus on OEF, OIF, and GWOT
  • Immediate Warfighter Needs met within 120 days

Evolve JCIDS to better meet the immediate needs
of the Joint Warfighter
9
JCIDS Improvements
  • Significantly reduced average time to staff a
    JCIDS document.
  • CDDs reduced from 255 days average to 158
  • ICDs reduced from 353 days average to 181
  • JROCMs reduced from 43 days to 30 days.
  • Joint concepts are becoming more mature
  • Capstone Concept for Joint Operations (CCJO)
just approved as an update to the Joint
    Operations Concept
  • 4 Joint Operating Concepts are approved
  • 6 Joint Integrating Concepts are approved (3 in
    development)
  • CBAs 2 completed, 2 in FSA, 2 being initiated
  • 7 Joint Functional Concepts are approved (1 in
    development)

10
JCIDS Improvements (contd)
  • COCOMs are leveraging the joint concepts and
joint capability areas to assess their
    shortfalls.
  • PACOM linking plans to resources (LPTR) process
  • STRATCOM senior warfighter forums to address
all assigned missions (Global Strike, ISR,
Missile Defense, Info Ops) FCB linkage
  • QDR draft recommendations
  • Concept review group (MDA, JROC, PAE key
    members)
  • Lead Change (focusing the efforts and results of
    the FSA and AoA)
  • JROC Interest JCIDS documents processed

Agile Joint Capabilities Processed
  • JCIDS Processing of agile requirements
  • 20 DOTMLPF Change Recommendations
  • 79 COCOM IPL issues
  • 57 Lessons Learned / GWOT Findings
  • ACTDs
  • Averaged 14 per year for last 4 years
  • Joint Urgent Operational Needs
  • 8 submitted, 4 validated as immediate warfighter

Summary
  • JCIDS is one portion of the entire CBP process
  • JCIDS was implemented as a 70 solution
  • Issues with the JCIDS process are resolved as
    identified
  • Provides an enhanced methodology to identify and
    describe capabilities gaps and redundancies
  • Helps to prioritize capability proposals
  • Facilitates joint review of capability proposals
    independent of ACAT (Acquisition Category)
  • Engages the acquisition community early
  • Improves the identification of non-material
    alternatives
  • Improves collaboration with other departments and
    agencies
