Agency Liaison PolicyARES-501
  • Purpose
  • Salt Lake County A.R.E.S., Inc. (SLCoARES)
    acknowledges the importance of a good working
    relationship with each agency and organization we
    serve. The Agency Liaison between SLCoARES and
    the served agency plays a key role in building
    confidence and trust.
  • One of the greatest challenges facing SLCoARES
    is the development and maintenance of a
    productive relationship with the agencies and
    organizations that we serve and hope to serve.
    As a volunteer organization, we must overcome two
    prejudices or concerns
  • Are we a well-organized, solid and cohesive
    group?
  • Are we capable of doing the job?

Policy
  • The Emergency Coordinator or Assistant Emergency
    Coordinators of Salt Lake County ARES, Inc. will
    appoint or approve specifically designated
    individuals as liaisons for specific served
    agencies and organizations.
  • No SLCoARES member will make contact on any topic
    pertaining or relating to emergency
    communications by ham radio operators with any
    agency, organization or their representative
    without prior discussion with, and approval from,
    the Emergency Coordinator or an Assistant
    Emergency Coordinator.
  • No SLCoARES member will undertake on behalf of or
    as a part of SLCoARES any project or service
    without prior discussion with, and approval from,
    the Emergency Coordinator or an Assistant
    Emergency Coordinator.

  • SLCoARES members will refer inquiries from any
    agency, organization or its representative
    concerning emergency communications by ham radio
    operators to the Emergency Coordinator, an
    Assistant Emergency Coordinator or the Agency
    Liaison.
  • All contact between SLCoARES and any agency will
    be under the direction of the Emergency
    Coordinator or the Agency Liaison assigned to the
    agency.
  • Each SLCoARES Agency Liaison will develop a
    strong working relationship and high level of
    trust with the agency. When agency personnel
    request information or assistance from the Agency
    Liaison, the Agency Liaison shall consult
    SLCoARES EC or AEC before committing SLCoARES
    personnel or resources, or before making any
    decisions. See (ARES-MOU).

  • Each SLCoARES Agency Liaison will be responsible
    to train SLCoARES membership in specific agency
    policies and procedures and to certify members
    qualified in agency radio equipment operation and
    system design.

Procedures
  • Develop, build and maintain a working
    relationship of respect and trust with the agency
    representative.
  • Meet in-person with the agency representative at
    least quarterly, and make contact by telephone
    every four to six weeks.
  • Provide the agency with SLCoARES introductions
    and materials as requested.
  • Ensure that the Emergency Coordinators has
    introduced the Agency with a written memo of
    understanding (ARES-MOU). (EC Only)

  • Develop an emergency communications plan that
    will serve the needs of the agency. When
    possible, this plan should be included in the
    agency's own emergency plan.
  • Help in the development of regular licensed
    agency staff to serve the agency in time of
    emergency. Agency staff should be encourage to
    become members of SLCoARES.
  • Place liaison resources found on the SLCoARES
    website in the agency's Emergency
    Communications folder, or leave it with the
    agency representative. Keep these resources up
    to date by inserting new revisions of materials
    when released.

  • Distribute the Agency Procedures to Contact ARES
    ARES-103 sheet and train agency personnel in
    the proper way to contact SLCoARES for routine
    business or emergency communications.
  • Assist the agency in equipping their EOC and
    other facilities with communications assets such
    as antennas, feedlines, radios, and packet
    equipment. See Standard Configuration
    (ARES-STDC).
  • Complete the Liaison Activity Report (ARES-LAR)
    at least twice a year and submit it to the AEC of
    Operations for review.

  • Train SLCoARES leadership and other interested
    SLCoARES members in proper facility access and
    station operation. This should include operating
    procedures appropriate to the agency. Upon
    completion of satisfactory training, certify the
    member as a qualified facility operator.
  • Provide facility information for inclusion in the
    Served Agency Configuration Manual (ARES-SACM).
    Keep this information up-to-date and current.
    Make sure that a copy of Emergency Deployment
    Forms Manual ARES-EDFM is on site and available.
  • Maintain agency information, directories, station
    information, etc., in an up-to-date fashion.

  • Keep agency confidences and teach confidentiality
    to others in respect of the agency.
  • Keep SLCoARES management informed about agency
    needs, progress, and problems. Consult with
    SLCoARES SLCoARES EC or AEC of Operations before
    making decisions or commitments on behalf of
    SLCoARES.
