What is IQCS?
  • Incident Qualification and Certification System
  • Developed by the 5 Federal fire agencies to
    commonly manage and track fire qualifications
  • Web-based database, hosted on a government server
    in Boise

How is TNC involved?(A bit of history)
  • Staff working with federal and state partners for
    years, many needed proof of qualifications
  • Weve relied on partners to qualify and provide
    qualification cards (red cards) our staff
  • Relying on partners for administrative favors is
    challenging and often frustrating
  • TNC RFAE Coop agreement (and new fire standards)
    started the discussion with partners
  • National Fire Aviation Board (fire directors)
    agreed to allow TNC access to IQCS

Why is TNC participating?
  • Allows us to participate on interagency
    assignments (Rx Fires, Wildfires, Wildland Fire
    Use, etc.)
  • Gives us an ability to respond to non-wildfire
    disaster relief
  • Some programs need red cards to be able to burn
    with partners

Proposal to include all TNC Fire Staff
  • We have set a goal to enter all TNC fire staff
    into IQCS by the end of 2006
  • Why?
  • No ability to assess our capacity below burn boss
    level
  • Need to be able to strategically train/mentor
    based on organizational gaps in capacity
  • Identified as a concern by pre-mtg. survey
    mentoring at mid-level
  • IQCS can be used to track skills of TNC over time
  • Use to help ID potential employees, detailers,
    new hire, seasonals
  • Recruitment tool
  • Cant do this on an emergency basis, Katrina
    response was too difficult
  • Is this mandatory?

Timeline for IQCS
  • Based on a 3-Tiered priority system
  • Tier 1 Staff that need Red-Cards to complete
    their annual goals
  • Completed by March 31
  • Need to be identified by the end of this week
  • Tier 2 Staff who anticipate participating on
    assignments this year
  • Need to get information as soon as possible
  • Tier 3 All other staff
  • We have dedicated time this summer to enter data
    and complete the project
