2005 ICT Familiarization
  • To familiarize the uses of computers, networks,
    and other peripherals as daily supporting tools
  • Training selected people in the uses of related
    applications in their lines of duty
  • Reinforcing the uses of emails as main
    communication tools both internally and
    externally
  • Managing the email traffic and follow-ups.

2006 ICT Automation
  • To identify any chains of process that could
    be automated or calculated by the uses of ICT
    (for example Content Management System,
    Library System, etc)
  • To design a new business process improved by
    these ICT automations
  • Actively campaigning internally to find any
    potential benefits by using ICT

2007 ICT Empowerment
  • Forming new organizational charts for the new
    ICT-automated business processes
  • Delegating clear and direct responsibilities for
    each and every personnel involved
  • Training these very people to acquire the
    needed competency
  • Empowering human resources, therefore ICT human
    resources will be distributed to each unit,
  • instead of centralized on DIC (a 3-year
    plan)

  • ICT Master plan goals are
  • To build a comprehensive clear guide and
    direction on the stages, priorities, evaluation
    measurement for the ICT development.
  • To give a baseline ICT policy standard for the
    ICT development implementation.
  • To build a plan that is effectively enforce a
    whole Ministrys transformation towards
    synergetic ICT implementation strong
    e-leadership.
  • Some of ICT Master plan Priorities are
  • Establishing ICT Policy Standards in general
  • Establishing standard policies on data
    information interchanges
  • Establishing a clear roadmap towards data
    information collaboration.

    architectures, information needs flows.
  • ICT Masterplan will enable the balance of
    FLEXIBILITY STANDARDIZATION. It will adopt the
    standard which could be implemented a whole wide
    Ministry flexibly.
  • Approaches
  • Quick win momentum. It will identify propose
    ICT implementation which could enforce maximum
    ICT benefits e-leadership.
  • ICT implementation should fulfill any immediate
    concerns of the Ministry executives.

Database Application Integration
  • Back office Application had developed by each
    unit within the Ministry. It had developed using
    various development tools operating system.
  • It is needed to map identify overall database
    application tools .
  • The Ministry will develop Database Application
    Integration without replacing old back office.
  • The ministry should establish the MOU with the
    other governments bodies concerning data
    information exchange.

  • Establishing content acquisition management
    including news. Event, publications, documents
    both of internally externally sources.
  • All content will be processed managed in the
    knowledge repository published for public
    (internet portal) internal uses (intranet
    portal).
  • Content integration could use the engines such

    media transformation.

  • From the knowledge repository, all content will
    processed to suit to specific needs for
    internet/public information, intranet Decision
    Support System.
  • Knowledge Management is a tools to integrate
    contents using a single standard interface.
    Contents will be analyzed to fulfill any needs.
  • Text Mining is a method to analyze a narrative
    sources using semantic relationship among the
    objects. It identifies the name, location, event,
    etc from any news, reports or documents.

    intranet or executive needs.

The Benefit of ICT Auditing
  • ICT auditing will become input in increasing
    quality ICT in MOCT.
  • The ICT audit results will make a significant
