Draw
On January 14th, the immigration authorities of
Ontario gave their statement of intention for the
present year. They issued Notifications of
Interest to 1,500 candidates in the Express Entry
Human Capital Priorities stream. This draw was
immense in comparison to previous draws and
issued many NOIs. In fact, it was the largest
draw in Ontario. Relevant details The deadline to
participate in this draw was submitting the
EE profiles between Jan 14, 2018, and Jan 14,
2019, by the candidates. Ontario did not publish
the score range in CRS for this HCP draw. The
province also stated that this round of NOIs was
general in nature and there was no need for a job
offer by candidates. In the past three rounds,
there was the compulsion of having a job offer by
candidates. Moreover, the province had invited
3,719 candidates by using the HCP in 2018. There
was also a decline in the CRS score at 350.

Furthermore, this stream aims to attract skilled
workers who intend to live and work in the
province.  Candidates qualifying for the federal
EE pool receive the provincial nomination by
Ontario that depends based on work experience,
education, proficiency in the language and other
factors.  Also, there is a focus on such
candidates who can integrate into the labor
market quickly.

EE HCP Stream-The Requirements

• The qualifying applicants should have
• A profile in the Federal EE system and also
  possess the necessary qualification for the CEC/
  FSWP.
• Holding one-year full time, or equivalent work
  experience in NOC occupation level 0, A or B, in
  the last 5 years while applying in FSWP.
  Furthermore, this norm is the last three years
  while applying in CEC.
• Holding the Canadian Bachelors or higher degree.
• Showing language proficiency of CLB/NCLC level
  seven in English/French.
• Intending to live in Ontario.
• Residing with legal status in Canada.
• Proof of settlement funds.

Details of the previous draw
The previous HCP draw was held on Nov 26th, 2018,
when the province issued 185 invitations to
candidates in the score range of 350 488
points. In this draw, the aim was to attract
candidates possessing a job offer and also
submitting their EE profiles between Jan 1 and
Nov 26, 2018. The OINP did not publish data
regarding the allocation for 2019 in the federal
government nominations. In 2018, the allocation
was 6,850 candidates during the entire year.
