What is Photosensitive Epilepsy?

• Photosensitive Epilepsy (PSE) is triggered by
  visual stimuli that overload the brain
  temporarily and cause a seizure.
• PSE affects around one in four thousand people
• More prevalent in the age group of 7 to 21 years
• More common in children

Need for Photosensitive Epilepsy Test?

• Ofcom, the United Kingdoms communications
  regulator, has announced an update to ITU-R
  BT.1702-0 which is now available in the form of
  ITU-T 1702-1. ITU-T 1702-1 provides guidance for
  the reduction of photosensitive epileptic
  seizures caused by television
• From January 1st, 2019, all TV programs must be
  tested using Photosensitive Epilepsy Algorithms
• All TV programs must comply with the revisions
  to the ITU Recommendation
• PSE testing is mandatory in the UK and Japan

Who is required to comply to it?

• Content providers
• Broadcasters
• Programmes delivered on or after 1st of January
  must use the revised PSE test algorithm
• All approved PSE testing devices must comply with
  the clarified definition of a flash sequence
• Producer of the program may be liable for action
  for a breach of the Photosensitive Epilepsy
  requirements
