In 2002 organizational structure of Warsaw
changed overnight, from an association of several
communes, each of which with its own policy in
almost every area. New city authorities had to
adopt the network of municipal offices and city
institutions to the new law. This meant leaner
municipal administration and building
structurally uniform municipal institutions.

There were also problems related to compatibility
of IT systems serving our residents, uneven use
of these systems and differences in the
technological development, but also seemingly
easy issues, such as citys presence online and
use of the Internet. Slowly but surely we are
able to resolve these problems one by one. We
are also preparing for the implementation of a
single, cohesive municipal management system,
building an application that would serve as
back-office system.

We have already developed an integrated program
to implement these plans, including designing an
electronic office, a web portal open 24 hours a
day, seven days a week to provide residents with
access to electronic administrative services. We
are planning to implement IT and
telecommunications services that would facilitate
electronic public services and provide
self-service type access to local government
departments responsible for residential
e-services.

This will be associated with the expansion of
e-services, for example multiple personal data
entry (personalizing services available from
front-office level and creating universal user
profile). Virtual capital city is a modern,
interactive tool providing residents of Warsaw
with similar quality of services as the private
sector.

As part of our Internet projects we are putting a
lot of emphasis on how Warsaw is presented in the
cyberspace, as well as transparency of public
administration. That is why we decided to launch
an Internet Public Information Bulletin, fully
web-based official journal of Warsaw. We were
required to do so because of the law on access to
public information and our obligations versus
Warsaw residents, who are entitled to know how
their local administration is performing, what is
the decision-making process, who makes these
decisions and why. The bulletin is created
simultaneously by all City Hall units and
designated city officials are responsible for
publishing its content directly in their modules.
This diffused structure is then combined into a
single Internet website.

Online Book of Public Contracts also helps
maintain transparency. We have published a
registry of public tender announcements made by
the city and its administrative units. All those
interested in public contracts have access to
up-to-date list of new projects, sorted by
different criteria. City websites also include a
list of retail outlets with license to sell
alcohol. Gradually, more and more information
concerning administrative permits and licenses
issued by the City Hall will be available on the
Internet

This is yet another feature designed for
business. Now, all you need is one visit at the
office. Business database available on city web
pages made it much easier to register new
companies. Now, in order to register the company
all you need to do is to fill in an online form
and wait for the confirmation. Interactive help
filed marked with special icons can be used while
filling the information. Each registration
procedure is described on a separate information
sheet, which contains references to existing
laws, describes the documents required from
applicants, city organization responsible for the
process, public fees, as well as appeal deadlines
and procedures.

I would only like to mention interactive public
transit plan that shows the precise bus schedule,
including changes in bus stop locations or the
Warsaw Safety Map visual control system that
helps maintain traffic safety in the city. That
would be just a few examples of IST applications,
but thats not all. We are preparing for new
solutions designed for the residents, including
various e-government services. Warsaw isnt
afraid of the future. Our city is open to modern
technology And you are welcome to give it a try.
