Purpose and Objectives of the PC-ERRNA
  • Undertake a rapid assessment and prioritization
    of Early Recovery Needs for an effective local
    level early response
  • Provide opportunities for initiating the Early
    Recovery activities prior to a peace agreement
  • Provide the UN, IFIs, donors, national
    authorities, NGOs and other stakeholders with an
    estimate of prioritized needs
  • Provide a platform for national and international
    actors to agree on joint priorities, define their
    commitments and prepare their activities

When to conduct a PC-ERRNA?
  • A cease-fire has been signed and the prospects
    for a peace agreement are high
  • The priorities and strategies of the parties to
    the peace process are as laid out in the
    ceasefire agreement or peace accord
  • National authorities and/or belligerent parties
    agree in principle to embark on an assessment
    process
  • Major donors indicate acceptance of the need for
    and are willing to support Early Recovery
    programmes for the country
  • The situation is politically stable enough and
    conducive for the return and reintegration of
    refugees and internally displaced populations.
  • The political and administrative system in place
    has a minimum capacity or is being supported to
    work in partnership with the UN system on
    recovery planning and implementation

Who will conduct the PC-ERRNA?
  • Coordination
  • Policy and technical support and guidance of
    CWGER
  • Closely coordinated by the H/RC and UNCT
  • Early Recovery advisor to assist the H/RC Team
  • If necessary, UNDP deploys senior experts
  • Implementation
  • All IASC members including NGOs
  • Close cooperation between recovery actors and
    humanitarian partners starting in the
    emergency/humanitarian phase
  • Joint multi-disciplinary teams composed of
    international and national experts drawn from the
    Early Recovery Cluster conduct the Assessment
