Regenerando Urbact
The following guidelines are intentionally
presented in an easy-to-use format, since they
aim to facilitate the perception of the project
course, starting from its aims, passing through
the employed tools and finally getting to the
results achieved and the best practices
detected. Obviously, although the actions are
presented concisely, each of them is the result
of a long and challenging work which all the
partners have been highly committed to. Thanks to
such work, the network exceeded its
expectations indeed, apart from the set
objectives and outputs, cities also achieved
further results, that are apparently less
concrete but that certainly represent the key
elements of the REGENERANDO experience. They are
cities awareness raising on the importance of
their role, cities perception of their capacity
to create employment, both in a direct and
indirect way, cities decision to get politically
involved to have their role recognised at
national and European level.

In 1985 the European Council member States
subscribed the Charter for Local Self-Government,
whose premises recognised the importance of local
communities. Then, like today, European
integration process building was based on
Countries commitment to assign competencies and
significant roles to local actors in the creation
of a community policy involving them in planning
and decision phases. The local, and especially
the urban-related issue, acquired an ever growing
dimension in the community scenario, becoming a
relevant political priority.
In order to help European cities tackling the
challenges they are expected to face, since the
80s the European Commission has been encouraging
experimentation in behalf of an integrated asset
for the urban requalification related problems.
The URBAN programme is featured by the decision
to act on the urban territory experimenting
integrated approach to problems affecting
particularly disadvantaged areas within the
cities, also by means of a direct relation
between cities and the European Commission.

In the decade 1989-1999, the Commission
co-financed 59 urban pilot projects and 118
programmes within URBAN I, and later, in
2000-2006, taking into account the achieved
progress, the economic and social revitalisation
has been concluded within URBAN II thanks to 70
more city programmes. With the second generation
of programmes, more attention has been paid to
the need of an integrated approach concerning
economic development and to a series of
improvements of the managing and programmatic
structure.
Currently, the success of URBAN I and II is
represented by the consequent possibility to
exchange attained experiences and the urban
know-how throughout Europe, thanks to a specific
programme called European Network for Experience
Exchange or URBACT. All the precepts generated
by URBAN I and URBAN II experiences merged into
URBACT and have been capitalised representing the
now called Urban Method. Its validity and
utility are also recognised in the recent
regulation the cohesion policy is based on, and
it has been adopted in the different National
Strategic Plan 2007-2013.

REGENERANDO aimed at demonstrating and improving
the role of urban actors, and especially cities,
in building and implementing labour policies and
labour inclusion at local level as well as
policies for cohesion. The detected solution
would this way contribute to improve the ongoing
urban regeneration approach through public
resources, especially European resources for
regional development, employment and
social-economic cohesion. REGENERANDO was to
become a permanent network intended to add value
to individual local experiences for employment
creation by applying a transactional and
participatory working methodology. The European
dimension was to be brought into the local
experience through a comparative analysis that
identifies good practice. Moreover, REGENERANDO
aimed at stabilising the URBAN I and Urban II
experiences in the field of employment creation,
benefiting from results and good experiences.

The objectives of the project were the following
  • To create, stabilize and manage the Regenerando
    Network.
  • To identify new local cooperation tools for
    employment creation and economic growth.
  • To draw up a useful and transferable methodology
    and results.
  • To disseminate the projects results.
  • To promote the new Network resulting from
    REGENERANDO.
  • To promote political engagement at the Mayors
    level to overcome unemployment, to establish
    employment, to work for labour inclusion, to
    encourage legal policies against irregular work,
    to promote economic development through the added
    value of the human resources and the exchange of
    experiences amongst cities.

The network approach consisted, in the first
place, in gathering the experiences carried out
by the cities in the field of job creation.
Thanks to the analysis of such experiences, the
final conclusion is that cities doubtless have an
important role in job creation at local level
not only regarding the job opportunities they
directly create as they are often a major
employer and often the most important employer at
local level, especially in the case of medium
sized cities, but also for the job opportunities
they indirectly create as a result of their
institutional activities. Once acknowledged
cities capacity to facilitate employment at local
level, REGENERANDO partners started to consider
the possibility of increasing this potential of
local job creation different experiences in
various countries have been classified into
groups of actions and cities detected reference
parameters for each group. Purpose of this
analysis is to identify the fields where cities
have a specific role to play having to focus
their actions on them and to take credible
commitments.

Regenerando Urbact
The Regenerando approach consisted in the
ideation and utilisation of a number of tools
permitting the cities to analyse their contexts
and to draw useful conclusions not only for
their own context but in a wider perspective,
this way highlighting transferable tools and
methodologies. In such perspective cooperation
and communication can be considered as the main
reasons of the REGENERANDO success since they
have been the key for the elaboration of a
methodology applicable in every context. The
implemented approach allowed the network to
produce the expected outputs and to achieve not
only the previously set results, but also
further, sometimes transversal, objectives.

Templates Dialogue and comparison among the
partners have been achieved by using an analysis
tool, suggested and managed by the Lead Partner
following the first Management committee meeting
(Reggio Calabria, 25-27 June 2004) it consists
of three templates. Work and policies for
social inclusion, Creation of new productive
activities Communication By drawing up the
templates, each partner selected a series of
actions carried out at local level with an impact
on employment, calling partners attention on
them on the occasion of the second management
committee meeting (Reggio Calabria, 28- 30
January 2005). Their presentation generated a
double benefit on the one hand, it highlighted
that all the cities pay great attention to the
problem of employment increase, despite the
relevant differences among the unemployment
rates of each partner on the other hand, it
allowed the network to have a comprehensive view
on others employment realities, at the same time
detecting common issues.

City Centre Strategy In order to define a joint
plan of comparison among the different urban
realities, the city centre strategy has been
established to summarise the overall framework of
strategy/vision of each partner, referring to the
deepening areas having been debated and approved
during the thematic meeting held in Catania on
20th April 2005. They referred to the following
issues A. Technological innovation risks and
opportunities for local development and
employment B. Development Potential and
opportunities by emersion of irregular work C.
Development policies for employment growth
(actions/projects aimed at employment
creation/maintenance) D. Social
Inclusion. Deepening on the four thematic areas
has been carried out by assessment of the
performed actions (referring to 2003 ), ongoing
and not concluded actions (from 1.01.2004 on) and
the planned ones.

City Forms This instrument has been created
with the aim of portraying some of the
characteristics of the partner cities, by
collecting specific data referring to the last
census. Collected data, considered the nature
of the initiative, were extremely concrete and
referred to the characteristics of the territory,
their activity rates ( in terms of percentage of
active population aged between 15-74 compared to
the total of residing population) and the total
number of employees of the municipal
administration. Irregular work represented
another important field of interest to be
deepened, collecting data to assess the
phenomenon on local, provincial and regional
scale (compared to the national rate), detecting
the most affected sectors, the presence of
potential resources, hidden or misused, possible
detection of shadow economy, with spread forms of
irregularity referring to the failed respect to
environmental, contributory and fiscal
regulations.

The Matrix At the beginning of the Regenerando
Partnership, the eleven Network partners
developed tables with schematic representations
of their City Centre Strategies in areas of
activity relevant to them. The essential fields
for the development of employment were
Potential and opportunities for development
through reduction of irregular work Policies of
development of employment growth and social
inclusion strategies. In order to present the
quantitative information gained, the partners
decided to develop a matrix. The present version
is the result of a discussion process which
extended through several phases. The matrix
included fifty-six individual projects. The
assignment to the various categories of the
matrix was carried out by the partners
themselves. In the following step, brief case
studies were prepared for each of the completed
projects, in order to permit a qualitative
evaluation of the projects.

The reading of the Case Studies The final Matrix
comprises the following categories A State of
Action, including financial resources and target
groups B Actions directed against the irregular
economy C Actions encouraging employment D
Actions encouraging economic development with
employment impact E Actions encouraging social
inclusion with employment impact. The reading of
the case studies in this perspective allowed
cities awareness rising on their capacity to
create employment. But the most important
achievement in this context is represented by
cities realisation of their capacity to create
employment also in an indirect way especially
when designing action with social impact, cities
ended up affecting employment in a significant
way, creating job opportunities also without
having it as a priority.

  • The Conclusions of the Matrix
  • The Matrix is an output with a double value.
    Indeed, it was useful inside the project, as it
    has been allowing each city to become aware of
    the implemented actions and their impact on
    employment, of their points of strength and
    weakness, generating useful remarks for the
    future.
  • At the same time it is important outside the
    project, as it gives an objective reading of
    local actions for employment by different points
    of view, concerning different sectors, economic
    and social conditions and the different targets
    for each action. The final result is a varied
    framework, where common elements can be
    identified.
  • The matrix allowed to become aware of the
    instruments cities elaborated with great
    creativity for employment, instruments that can
    take the shape of direct or indirect actions,
    active or passive ones. Also when theres a lack
    of planning, indeed, cities respond to the must
    of taking a role in the promotion of sustainable
    economic development, a must deriving from the
    requests of both the European Union and the
    citizens.

The European Cities' Charter for
Employment Regenerando partner cities global
process has been summarised taking the shape of a
Charter for Employment, the European Cities
Charter for Employment, whose aim is to
underline cities commitment in behalf of
employment policies at local level and cities
demands for a more successful concretisation of
such commitments. The European Cities Charter
for Employment is mainly addressed to the
European Institutions and National Governments
and every individual or Body (within the
entrepreneurial world and the fields of research,
technology and culture) willing to agree and
support the recommendations promoted by the
Charter, intended to emphasise the Cities role
within Employment Policies. Purpose of the
document is to make recommendations to the above
mentioned authorities in order to demand more
attention to the cities, in terms of both
financial support and involvement in the
decisional processes related to Employment.

Cities aim to achieve a recognised role within
decisional processes concerning Employment
Policies and all the fields that somehow affect
them, especially at a local level, and they wish
to remove barriers to a complete development of
the conditions that would let cities express
their potential as development actors, especially
in the field of economic development and
employment at a local level. In order to reach
the above mentioned aims, the Charter solicits to
enforce instruments such as subdelegation and
global funding, provided by current community
arrays, related to the planning phase 2007-2013,
providing that cities have a surer independence
and ensuring the cities with direct financial
resources to implement specific programmes.

In this regard, it is important to underline
that, a few months after its publishing, several
cities outside the network (such as for example
Faro and Porto, in Portugal, Strovolos and
Nicosia, in Cyprus, Riga, in Latvia, Kaunas, in
Lithuania, and Kirkop, Malta) have already
declared their interest in the European Cities
Charter for Employment, sharing its principles
and the commitment of the network.

The Final Report This product has been written
together with the European Cities Charter for
Employment and it explains the processes and the
actions carried out by the cities, making their
projects available in a comprehensive
view. Consisting of a very elaborate and
exhaustive text, it portrays the whole project
activity examining it in the framework of
European Policies and the Lisbon Strategy. It
clarifies how the aims of the project were
achieved, explaining their importance in the
perspective of the political commitment the
network has been featured by. It also
demonstrates that the project activity is likely
to give birth to further cooperation among the
cities since the last political commitment
undertaken by the cities is to be considered not
only an achieved result but also a starting point
for the so called "post-Regenerando" phase.

Integrated approach The advantage of integrated
local development strategies over traditional,
centralist measures is recognised by all the
players, who see that the former are much more
suited to better develop the productive potential
of cities. Ultimately, they provide the
possibility for the local political sphere to
gain a high degree of acceptance by the
citizens. Although integrated local development
strategies have now been widely disseminated and
well documented, mostly thanks to the Urban
community initiatives of the EU Commission, they
have not been applied everywhere yet. It seems
that the multi-dimensional concepts of integrated
approaches application have been used in the past
by the projects of the Urban programme for the
development of disadvantaged urban areas, but
that they are still underdeveloped as explicit
and extensive strategy of the cities.

The eleven cities of the Urbact-Regenerando
Network used integrated local development
strategies in very different ways to create
employment Some cities pursued generally
integrated development plans, in which the
various dimensions of local development are
interconnected. Some other cities have sectorial
development strategies. Under the sectorial
strategies, the classic essential local areas of
action relevant to employment development, i.e.,
economics, social integration and training, are
in most cases interlinked. It is also notable
that cities individual projects have a
multi-functional character they combine various
measures and bring together various stakeholders.

Innovative weak targets integration
modalities Representing an essential element of
social cohesion, integration of target and
marginalised populations is also part of Cities
social policies. Women access to the labour
market is a general issue, and it is important
also referring to the fact that the number of
single parent families increases and that the
income produced by employed mothers is becoming a
necessity. Integration of foreigners
immigrants is also an important action, since the
migratory pressure increases especially in the
south of Europe, as well as integration of ex
convicts and ex drug addicts. Some actions
undertaken by the REGENERANDO network partner
Cities represent an innovative approach to such
issues, that are generally considered
particularly difficult. Sensible issue, the
integration of foreign people and immigrants in
difficult situations is also one of the
components of Cities policies for social
assistance. In line with the general action for
integration of people at risk, the REGENERANDO
network Cities carried out specifically targeted
actions that can also be implemented by other
cities.

The future of the Project

All the partners believe it is important, at the
moment, to focus on dissemination and on the
involvement of new cities and political
representatives, not only referring to the
Italian context. Indeed, it is essential to
ensure an extensive and European perspective.
Therefore, all the partners are currently
committed to the achievement of such an aim,
guaranteeing a continuous engagement in each
related field of activity and promoting the
initiative up to now carried out by REGENERANDO
in other projects and networks they are
participating in. Also at local level, cities
become promoters of cooperation initiatives,
starting with regions awareness raising.
Intersectorial, inter-municipal and interregional
meetings should be planned on purpose.

This effort will be facilitated by a coordination
activity aimed at the spread of the project
results, to be carried out by the lead partner
and by the partners representatives and enriched
by the contribution of experts, researchers and
operators of the field. Their mission will be to
capitalise the experience acquired within the
network, to preserve the exchange regime
positively established among the partners.
They will aim at continuing the works of the
network going over the due date for the end of
the European funding, finding appropriate funds
or asking for European funding to carry out new
activities. Indeed, partners will need a meeting
point to go on studying employment related
problems, offering themselves as new actors in
the field of employment policies, able to play a
propeller role at local, national and European
level.

It is clear then the importance given to the so
called post-Regenerando phase and to the
political connotation the future of the project
is likely to assume. On the basis of the
conclusions on the matrix and looking forward to
a wider adhesion to the charter (especially in
the perspective of Urbact II), the project is
suggested to aim at a further thematic deepening
of some employment related topics i.e.
integrated approach, irregular work, shadow
economy. Such topics have already been examined
in the final report but they still need to be
deepened, also by comparisons with other cities
and realities from a European context, in order
to create a more stable thematic basis and to
ensure a wider political involvement.

By now reached the closure of the project, the
REGENERANDO network is able to trust this
evolution is possible, having already achieved
excellent results in terms of deepening,
dissemination and involvement. The city of
Reggio Calabria, network lead partner, undertook
a communication campaign on different levels.
Indeed, it reached every category of users
thanks to the URBACT website and the project
local website, but it has also been committed to
create a continuous and direct dialogue with a
high number of European Municipalities. The Mayor
of Reggio Calabria, indeed, officially proposed
the adhesion to the principles of the European
Cities Charter from Employment to the cities
belonging to ten Member States (reaching more
than 150 Municipalities). The wide spread of
information on the charter and on the project
activity, taking the shape of an official letter
sent by the Mayor of Reggio Calabria to the Mayor
of many European cities of small, medium or
large size -, represented an official invitation
to adhere to the initiative, sharing the terms of
commitment.

The next step of the project will be represented
by the establishment of a new network the
European Cities Network for Employment, made up
of all the cities adhering to the Charter and
therefore committed to employment growth. These
cities will be engaged in the dissemination of
the Charter in their own fields of action
supporting the principles and the requests it
states. Cities will also be expected to set an
Observatory on Employment in their own
territory. The establishment of the network is
supposed to take place soon through a series of
meetings among the signatory cities of the
European Cities Charter for Employment. Because
of the complexity and the importance of the
mentioned commitments, the network will be glad
to welcome new cities willing to sign the Charter
and join the initiative launched by the
Regenerando Project.

Regenerando Urbact
The carry out of the Regenerando project has
been possible thanks to the contribute and the
harmonious synergy of all the players
involved. The Urbact Secretariat gave the network
its support not only in terms of technical and
administrative guidance, but also of encouraging,
involving and helping presence, facilitating the
lead partner activity and the growth of the whole
network. The partners, with their
professionalism, their distinctive abilities and
their high commitment, allowed the network
awareness raising and gave it the opportunity to
achieve determining results. The European Experts
with their technical support and their
experience in each field of action of the
project, have been giving the network the
opportunity to deepen the themes of interest of
the project always stimulating the partners to
improve their interventions and broadening their
horizons.
